In the following "self-examination" the CCP Committee of Canton Military District Command criticizes itself for having made "many mistakes" since the intervention of the Military Command in the great cultural revolution at the end of Jan. this year.

Specifically, the Military Command rebuked and applied great pressure on "Kwangtung Provincial Revolutionary Rebel Joint Committee," erroneously dissolved the "August 1 Combat Corps" and some other organizations, wrongfully arrested certain persons, and suppressed the activities of "Red Flag Commune' and "August 31 Combat Corps" of Sun Yat-sen University and other revolutionary mass organizations.

This article and the three others that follow it form the appendices to Chou En-lai's speech of November 14 and a decision of the CCP on Kwangtung, both of which were translated and reproduced in SCMP No. 4080, December 14, 1967.--SCMP Ed.

Supreme Directive

Countless revolutionary martyrs have laid down their lives in the interests of the people, and cur hearts are filled with pain as we the living think of them--can there be any personal interest, then, that we would not sacrifice or any error that we would not discard?

Chairman, Vice Chairman Lin, the Central Committee, the Military
Affairs Committee of the Central Committee, and the Cultural
Revolution Group of the Central Committee:

Since the end of January this year when we began to intervene in the local great cultural revolution in response to our great leader Chairman Mao's call for the PLA to give active support to the broad masses of the Left, certain successes have been gained in the work of "three-support" and "two military" in the Canton area, thanks to the correct leadership of the Chairman, Vice Chairman Lin, the Party Central Committee, the Military Affairs Committee of the Central Committee and the Cultural Revolution Group of the Central Committee and the positive efforts of all the commanders and fighters. However, at one time in the work of supporting the Left, we committed many mistakes, some being mistakes in orientation and line. Even after April, we still had not fully awakened and had not determinedly and thoroughly corrected our mistakes, with the result that unnecessary losses were sustained in the,great proletarian cultural revolution in the Canton area.

The mistakes we made in the work of supporting the Left in the Canton area were chiefly that in a certain period we did not staunchly stand on the side of Chairman Mao's revolutionary line, did not take the struggle between two roads as the key, and did not treat the masses correctly.

When we first intervened in the great proletarian cultural revolution in the Canton area, it was precisely a time when some revolutionary rebel groups end mass organizations found themselves in a complicated situation on the question of power seizure. At that time, we did not analyze and deal with these problems by taking the struggle between the two lines as the key and did not first of all affirm the general orientation of struggle of the revolutionary young fighters and revolutionary Lasses and their exploits in the course of the great cultural revolution. Instead, we magnified some of their mistakes, and we adopted the attitude toward the so-called "four big incidents" (namely, the storming of the military district command, the storming of the broadcasting station, the storming of the public security bureau and the sham seizure of power from the former Provincial Party Committee) in defining the character of the mass organizations, with the result that the boundary line between the Left, the middle and the Right was blurred and certain revolutionary organizations and revolutionary masses were attacked and suppressed.

On January 22, the "Kwangtung Provincial Revolutionary Rebel Joint Committee (Sheng-ko-lien for short) followed the correct general orientation of struggle against the capitalist roaders in authority in the former.. Provincial Party Committee. At that time, however, instead of first of all affirming their general orientation of struggle, we saw only that they had committed certain mistakes because of lack of sufficient experience in struggle. In early February, after certain organizations of Sheng-ko-lien took part in storming the military district command, we became even more convinced that their mistakes were serious. So, in social propaganda work, we publicly denounced Sheng-ko-lien, thereby bringing pressure on it. Subsequently, when we were organizing a provisional production command headquarters and provisional production leadership groups at various levels we excluded from it the mass organizations which had participated in Sheng-ko-lien. These actions were wrong.

In March, we again mistakenly banned and disbanded some mass organizations such as the "August 1 Combat Corps" both inside and outside the army, and wrongly arrested certain people. And in adjusting social order and strengthening public security arrangements in Canton city in preparation for the holding of the Spring Export Commodities Fair, we also expanded the scope of attack and arrested cone people who should not have been arrested. At the same time, we also suppressed the activities of such revolutionary mass organizations as the "Red Flag Commune and August 31 Combat Corps" of Sun let-sen University.

In early April, we relayed the speech of Vice Chairman Lin at the all-PLA conference of army-level cadres and the spirit of the conference, the five-point directive of the Central Committee concerning the question of Anhwei, and the 10-point order promulgated by the Military Affairs Committee of the Central Committee. In the middle of April, Premier Chou personally came to Canton and handed out important directives on the great cultural revolution in the Canton area. At this time, although we had perceived the mistakes made in the work of supporting the left in the preceding period, and had begun to make some examinations and corrections, yet we awakened very late and did not correct our mistakes thoroughly enough.

On May 14, our great leader Chairman Mao made an extremely important comment on our report entitled "Lessons Drawn from the Work of Supporting the Left in the Preceding Period and Next Steps to be Taken. In the comment Chairman Mao taught us: "All those who have made mistakes should correct them resolutely. If they fail to correct their mistakes, they will sink deeper and deeper into the mire and in the end they will still have to correct them; but by then they will have suffered considerable loss in prestige. If they correct their mistakes early, their prestige can only be higher than before."

When Comrade K'ang Sheng came to Canton in mid-May, he too gave us important instructions.

Thus, Chairman Mao and the Party Central Committee time and again urged us to correct our mistakes thoroughly, yet, we did not awaken promptly nor in good time publicly examine and thoroughly correct our mistakes. Especially in respect to the question of the "August 1 Combat Corps," although the revolutionary rebel groups had again and again demanded the corps' exoneration, we still insisted that it had many grave problems. It was not exonerated for a long time and the result was that the broad masses of this organization suffered long repression. Nor did we give enough support to some revolutionary rebel groups which the Premier had approved while in Canton. We failed to establish deep class feelings and revolutionary militant friendship with them.

The mistakes we made in the work of supporting the Left are entirely the responsibility of the Standing Committee of the Party Committee of the Military District Command.

The chief reason why we committed such mistakes is our failure to seriously and creatively study and apply Chairman Mao's works, to regularly take ourselves as the target of the revolution, and to transform our own world outlook in the proper way. Our level of ideological consciousness still lagged far behind the demand of the new stage of the socialist revolution and we did not have a clear understanding of the theory, line, guideline and policy for the present great proletarian cultural revolution which Chairman Mao has personally started and is leading. As a result, in the work of supporting the Left, we have not been able to treat the masses correctly, nor have we been able to deal with ourselves correctly.

So serious have been our conservative thoughts and so numerous have been the old rules and conventions in our minds that we have had a poor understanding of the new things of the great proletarian cultural revolution and lacked the stand, viewpoint and ideas and feelings of proletarian revolutionaries. Hence, after our intervention in the great cultural revolution in the Canton area, we have not been able to take the struggle between the two lines as the key link, identified the Left correctly, and thus committed mistakes on the basic question of how to treat the masses correctly. Chairman Mao has taught us: We must trust the masses, rely on them, mobilize them with a free hand, and respect their creative spirit. But we have overconfidence in ourselves as we have always wanted to confine the vigorously developing mass movement to the framework of our own subjective imagination. As a result, not only have we failed to give strong support to the actions of revolutionary rebel groups, but sometimes we have restrained them.

We mistakenly restricted, or even resorted to dictatorial measures against, certain revolutionary rebel groups and mass organizations. In this way, we virtually placed ourselves in a position antagonistic to the masses and departed from Chairman Mao's proletarian revolutionary. line.

After we made these mistakes, the Central Committee and the broad revolutionary masses have given us a great deal of education and assistance. However, since conceit and self-complacency prevented us from correctly treating ourselves and correctly dealing with the achievements and shortcomings and mistakes in our work, we have awakened very slowly and have not seriously settled and thoroughly corrected our mistakes soon enough. We have not studied properly and correctly and in good time implemented some directives given by the Central Committee. We have not taken some encouragement given by the Central Committee as the motive power for the forward thrust, but we rest content with what we have achieved. In many important areas of work, we have not taken the mass line and often rejected the sincere but sharp criticisms leveled against us by revolutionary rebel groups. As a result, we have been thrown into greater passivity.

Our hearts are extremely heavy because of such serious mistakes we have made in the work of supporting the Left. We have disappointed Chairman Mao, Vice Chairman Lin, the Party Central Committee, the Military Affairs Committee of the Central Committee and the Cultural Revolution Group of the Central Committee. We have also disappointed the proletarian revolutionary groups and the broad revolutionary masses.

Chairman Mao has taught us: "Mistakes should be corrected, and the more quickly and more thoroughly they are corrected, the better. We have the determination to thoroughly correct the mistakes made in the work of supporting the Left. We reaffirm: All those revolutionary mass organizations inside and outside the army which we formerly banned and dissolved shall be vindicated and rehabilitated without exception, and all public statements, notices and "indictments" which we had promulgated in respect to banning and dissolving these revolutionary mass organizations shall be null and void without exception. All people who have been arrested--with the exception of those bad people whose crimes have been proved by evidence and who should be dealt with according to the law as provided by the Central Committee--shall be rehabilitated. Here, we wish to extend our apology to the revolutionary mass organizations which had been mistakenly banned and dissolved, to the people who had been wrongly arrested, and to the revolutionary mass organizations and revolutionary masses whom we had mistakenly repressed. At the same time, we bear the responsibility for certain mistakes made by some mass organizations under our influence. We thank the broad masses of revolutionary rebels and revolutionary masses for their criticisms and help to us, and hope that they will continue to criticize, help and supervise us.

We firmly respond to the great call issued recently by Vice Chairman Lin: "Hold high the great red banner of Mao Tse-tung and perform new merits in the great proletarian cultural revolution." In our work of supporting the Left in the future, we shall resolutely stand on the side of Chairman Mao's revolutionary line, seriously undertake creative study and application of Chairman Mao's works, modestly learn from the revolutionary masses, destroy self-interest and foster devotion to public interest, and completely transform our world outlook. We will follow closely Chairman Mao's strategic plan, unswervingly support the revolutionary rebels, and resolutely unite, fight and win together with them. We shall win over and unite with the broad masses, grasp the general orientation of struggle tightly, and thoroughly criticize--politically, ideologically and

theoretically--the handful of Party capitalist roaders headed by China's Khrushchev while completely destroying the bourgeois headquarters. We shall, through mass criticism, gradually realize the revolutionary great alliance and revolutionary three-way combination with proletarian revolutionaries as the core. We shall hold high the great banner of "supporting the army and cherishing the people," further strengthen the unity between the army and the civilian population, make a success of the "three-support" and "two-military" work, and resolutely carry the great proletarian cultural revolution through to the end!

We request the Central Committee to comment if the above examination is correct or not.
