Bonded Warehouses.

Bounded warehouses are in charge of an officer of the customs, the owner or occupant acting only as agent of the importer. They must be used exclusively for storage of imported dutiablǝ merchandise, or unclaimed merchandise. No goods are delivered without permit signed by Collector and Naval Officer and indorsed by clerk in charge of

THE DREYFUS AFFAIR.

On Oct. 15, 1894, Alfred Dreyfus, a captain of, beginning with "j'accuse,' Figaro. an influenartillery in the French army, was arrested by order of Gen. Mercier, and imprisoned in the military prison of Cherche-Midi, in Paris; he was accused of having sold army secrets to the military attaches of Italy and Germany, and, after preliminary examination, was indicted for the crime of high treason and ordered to be court-martialed.

Picquart, through the machinations of his chiefs, was sent in exile to Africa; Zola left France to avoid imprisonment, and the Figaro was repeatedly fined for libel. On July 14, Scheurer-Kestner declated to his colleagues of the Senate that he was convinced of the innocence of Dreyfus.

On Oct. 5, 1898, the wife of Alfred Dreyfus, by her counsel's advice. wrote to the Minister of Justice begging for a revision of her husband's judgment. On the 26th of the same month the Cabinet ordered the Criminal Chamber of the Court of Cassation to revise the Dreyfus case. and on the 15th of November following this Court decided that Dreyfus should be informed that his petition for revision had been acted upon favor

On Dec. 22, after a short trial held behind closed doors, the captain was condemned to be degraded, dismissed from the service, and imprisoned for life. This sentence was carried out on Jan. 4, 1895, on the parade grounds of the Ecole Militaire; the buttons and gold braid were torn from Dreyfus' uniform, his sword was broken in pieces, and he was declared a traitor and unworthy to serve in the French army. He was immediately taken to La Rochelle, from thenceably and that he should present by telegram his to the Island Re, and finally transported to the Hle du Diable.

In the month of May, 1896, Col. Picquart, who was then at the head of the French military intelligence bureau, accidentally found the "petitbleu," which was successively attributed to Col. Panizzardi, the military attache of the Italian embassy, and to Col. Schwarzkoppen, military attache of the German embassy. The telegram called the "petit-bleu" was addressed to Major Esterhazy. After a thorough investigation Col. Picquart concluded that Esterhazy was guilty of the crime attributed to Dreyfus. From that moment Picquart bent every effort to prove the innocence of the condemned man; he succeeded in interesting Scheurer-Kestner, the vice-president of the Senate, in his behalf, hundreds of pamphlets were written on the subject. In March, 1899, the Chamber unanimously voted that the Court of Cassation, all the branches united, should give a final decision upon the revision, and on June 3 this court pronounced in favor of revision and referred the Dreyfus case to the Rennes court-martial.

On June 6 Dreyfus was taken from the Ile du Diable and brought back to France; he arrived at Rennes on July 1.

On August 7 the second court-martial began. Dreyfus was ably defended by his two counselors. Demange and Labori; during the proceedings the latter was shot on Aug. 13 by an unknown assassin. Finally, on Sept. 9. a new verdict was rendered condemning Dreyfus to ten years imprisonment in a fortress. This sentence was not carried out, for on Sept. 19 President Loubet granted him a full pardon.
