Page 27 - That the Secretary of the Interior is hereby authorized to perform any and all acts and to make such rules and regulations as may be necessary and proper for the purpose of carrying the provisions of this act into full force and effect.

Page 25 - as used in this act shall be understood to mean that certain act of the Congress of the United States approved June 17, 1902, entitled ' An act appropriating the receipts from the sale and disposal of public lands in •certain States and Territories to the construction of irrigation works for the reclamation of arid lands,' and the acts amendatory thereof and supplemental thereto.
