5 Any citizen in the County may become a member by paying the sum of three dollars to increase the permanent funds of the Society, and he will receive a certificate of his membership from the Secretary. No fincs or assessments are ever imposed. Members are entitied to the free use of the Library, and a copy of the Transactious cach year dained Ministers of the Gospel residing in the County, and editors of newspapers, published therein, are entitled to the privileges of the Library.
