AMENDMENTS ΤΟ STATE CIVIL SERVICE

REGULATIONS

Regulation IV

Resolved, That Regulation IV, subdivision 5, relating to the limits of age at the time of examination, be and hereby is amended so as to provide that the age limits of candidates for the position of fish and game protector, Conservation Commission, shall be not less than twenty-three years, and not more than forty years at the time of examination, instead of not less than twenty-one years with no maximum limit.

Resolved, That Regulation IV, subdivision 5, relating to the limits of age at the time of examination, be and hereby is amended by adding thereto the following: "Junior assistant, grade 6, engineering departments, minimum twenty years; bookkeeper, minimum eighteen years; muscle tester, infantile paralysis aftercare, State Department of Health, minimum twenty-one years, maximum forty-five years; court attendant, minimum twenty-five years, maximum forty-five years; lock operator, Department of Public Works, minimum twenty-three years."

Resolved, That Regulation IV, subdivision 5, relating to the limits of age at the time of examination, be and hereby is amended by adding at the end of the fifth paragraph thereof, the words: " special agent, Department of Excise, minimum twenty-five years; inspector, dog license bureau, Department of Agriculture, minimum twenty-five years."

Resolved, That Regulation IV, section 3, be amended to read as follows: Except in the case of a person holding position in the Competitive Class under the State Civil Service Rules, the application must be accompanied (1) by the certificates of not less than three nor more than five reputable citizens that they have been personally acquainted with the applicant for at least one year and believe him to be of good moral character, of temperate and industrious habits, and in all respects fit for the service he wishes to enter, and that they are willing that such certificate shall be published for public information, and (2) if the applicant is an honorably discharged soldier or sailor of the late Civil War, by the Adjutant-General's certificate of his honorable discharge or other satisfactory evidence of the same." Regulation V

Resolved, That Regulation V, paragraph 8, be and hereby is amended to read as follows: "8. Whenever an oral examination shall be prescribed as part of any examination, a stenographic record of the questions and answers

shall be made and preserved with the examination papers or report, but this requirement shall not apply to oral interviews with candidates in connection with ratings for personal qualifications."

Resolved, That Regulation V, paragraph 8, be amended by adding at the end thereof, the following: "At such interviews the examiners shall make notes indicating reasons for the ratings on personal qualifications, and such notes shall be signed and filed with the candidate's papers."

Regulation VII

Resolved, That Regulation VII, subdivision 3, be and hereby is amended by striking out the words: "The term of eligibility shall be two years for the following positions: Court stenographer, State hospital matron, assistant civil engineer, woman physician, regents' examiner, court interpreter, engineering draftsman, architectural draftsman, apothecary, examination clerk, technical and trade instructors, chemist, steward, milk expert, butter expert, cheese expert, vinegar expert, chief engineer, inspector of boilers and engines, building inspector, inspector of nurseries, librarian and library assistant, physiological chemist, Department of Health."

Regulation X

Resolved, That Civil Service Regulation X, relating to commutation for board and lodging, be and hereby is amended to read as follows: The commutation for board and lodging under section 12 of Rule I, shall be as follows: In the State hospitals, charitable and reformatory institutions $20 per month apportioned at the rate of $5 per month for each meal and $5 per month for lodging."

Regulation XI

Resolved, That Regulation XI, positions classed as laborers, be and hereby is amended under the heading, "In the office of the Commissioners of the Home of the City and Town of Newburgh," by adding thereto the word, "domestic," competitive or non-competitive examination for said position having been found to be not practicable.

Resolved, That Regulation XI, positions classed as laborers, be and hereby is amended by adding thereto the following: "Under the Board of Supervisors, Albany county: three bridge tenders or laborers, Cohoes-Lansingburgh bridge, compensation not to exceed $2.50 per day," competitive or noncompetitive examination for said position having been found to be not practicable.

Resolved, That Regulation XI, positions classed as laborers, be and hereby is amended under the heading, "Under the Board of Supervisors, Rensselaer county," by striking out the words: "Three bridge tenders, compensation

not to exceed $2.50 per day," and substituting in lieu thereof the words: "Four bridge tenders, compensation not to exceed $2.50 per day." (January 17, 1917.)

Resolved, That Regulation XI, positions classed as laborers, be and hereby is amended under the heading, In the office of the Superintendent of the Poor, Niagara county," by adding thereto the words: "General helper, compensation not to exceed $75 per month and maintenance."

Resolved, That Regulation XI, positions classed as laborers, be and hereby is amended under the heading, "In the office of the Sheriff, Monroe county," by striking out the words, "porter, not exceeding $500 per annum," and substitution in lieu thereof the words, "three porters at the jail." Resolved, That Regulation XI, positions classed as laborers, be and hereby is amended insofar as it relates to three cleaners in the Nassau County Court House, by striking out the words, "compensation not to exceed $65 per month," and inserting in lieu thereof the words, "compensation not to exceed $70 per month."

Resolved, That Regulation XI, positions classed as laborers, be amended under the heading, "In the Albany County Library," by striking out the words, "laborer, compensation $2.50 per day," and inserting the words, "laborer, compensation $75 per month."

Resolved, That Regulation XI, positions classed as laborers, be and hereby is amended under the heading, "In the office of the Sheriff, Orange county," by striking out the word, "cook," and substituting in lieu thereof the words, "cook and utility man," for the purpose of changing title, competitive or non-competitive examination for the position not being practicable.

Resolved, That Regulation XI, positions classed as laborers, be amended under the heading, "In the Glenridge Sanatorium, Schenectady county," by adding the word, "kitchenman," 'competitive or non-competitive examination for said position not being deemed practicable.

Resolved, That Regulation XI, positions classed as laborers, be and hereby is amended by striking out: "In the office of the Superintendent of the Poor, Westchester county: cook; baker at compensation not exceeding $15 per month; driver; farm laborer;" and substituting in lieu thereof: "In the office of the Commissioner of Charities and Corrections, Westchester county: cook and baker, almshouse; inmate cook; cooks; assistant cooks; driver; dairyman; head stableman; laborers."

Resolved, That Regulation XI, positions classed as laborers, be and hereby is amended by adding thereto the following: "In the Department of the Conservation Commission: laborers employed as guides and woodsmen, compensation not to exceed $2.50 per day," competitive or non-competitive examination for said position having been found to be not practicable. Resolved, That Regulation XI, positions classed as laborers, be and hereby is amended under the heading, "In the office of the Sheriff, New York county," by adding thereto the words, "one prison helper," competitive or non-competitive examination for said position having been found to be not practicable.

Resolved, That Regulation XI, positions classed as laborers, be amended by adding thereto the following: "In the Department of Highways, Onondaga county: skilled laborers, compensation not to exceed $100 per month when employed; steam shovel operator, compensation not to exceed $125 per month when employed."

Resolved, That Regulation XI, positions classed as laborers, be and hereby is amended insofar as it relates to positions in the Department of the Commissioner of Charities and Corrections, Westchester county, by adding thereto the word, “blacksmith," competitive or non-competitive examination for said position having been found to be not practicable.

striking out: "In the Westchester County Court House, White Plains: cleaners, compensation not to exceed $70 a month," and substituting in lieu thereof: "In the office of the Superintendent of Buildings, Westchester county: caretaker of grounds; cleaners, County Court House, compensation not to exceed $70 a month."

Resolved, That Regulation XI, positions classed as laborers, be and hereby is amended insofar as it relates to positions at Sing Sing Prison, by adding thereto the words, "laborer and coachman," competitive or non-competitive examination for said position having been found to be not practicable.
