Conclusion The Commission in conclusion gratefully acknowledges the assistance it has received from Secretary Goodwin of the Civil Service Reform Association, and from others, in the enforcement of the civil service law and rules. It also desires to place upon record its appreciation of the courtesy extended by the newspapers in publishing without compensation information as to its work and notices of its recurring examinations. The people of the State incorporated in their constitution the competitive merit system of appointment to office. In emergencies threaten ing its existence or ficiency and a return to the evils of the former patronage system, they have not failed to make known their will that it must be sustained. For the constant popular support which the law should have, if it is to be given its full effect, reliance must be had, however, upon the informing and awakening power of the organized friends of the system and of the newspaper press.
