June 30," is misleading, as it is not "to June 30," but "for Memorial Day, May 30." Rules and Regulations provide that Department Chaplains must forward their report to National Chaplain not later than June 20, thus making it impossible for them to report to June 30. To correct this manifest error I make

Recommendation No. 1. That Forms K and KK be changed to read, "for Memorial Day, May 30," instead of "year ending June 30."

Recommendation No. 2. That Form K be still further improved by adding more space for columns and that Form KK be made to conform.

Recommendation No 3. That on Form J (Memorial Day Blank for Corps Chaplains), the words, "not later than June 5," be inserted after word "Chaplain" in second line at top of blank.

I have prepared copies of these blanks, showing proposed changes for the consideration of committee on this report.

Rules and Regulations are confusing as to duties of Department Chaplain, the first paragraph requiring the one in office to compile the reports of Corps Chaplains, while the last sentence requires the one in office May 30 to do the same work.

In order to make these instructions clear I make

Recommendation No. 4. That Rules and Regulations, Chapter III., Article VI., Section 5, be amended to read as follows: "The Department Chaplain in office May 30, shall tabulate Memorial Day reports, Form J (received from Corps Chaplains), on Form K for the information of the Department President, and forward to the National Chaplain not later than June 20 a consolidated report on Form KK, together with a personal letter, giving all items of special interest. Department Chaplains retiring from office after May 30 of the same year shall sign their reports as Retiring Department Chaplain. She shall," etc.

In receiving reports from Detached Corps I have often been puzzled to ascertain from whence they came, in some cases the only clue being the postmark on the envelopes. One reason for this difficulty lies in the fact that Detached Corps must use the same blanks as those provided for corps in Departments, and I therefore make

Recommendation No. 5. That a special Memorial Day Blank for Detached Corps be prepared, to be known as Form JJ, a copy of which is attached to my report.
