First. That a roster of National officers be issued immediately after the National President makes her staff appointments, and later, after all Department Conventions have been held, a roster of Department officers and Detached Corps be issued. Second. That the word "Department" be added to "Form D" in item of "Disbursements," making it read, "Paid Department per capita tax for this quarter," etc. Third. That foot-note on Department Treasurer's blank "Form D," which says, "This number must be the same as the number remaining in good standing in Department Secretary's Supplemental Report, Form C," be eliminated as obsolete. Fourth. That all blanks known as Consolidated Reports be hereafter known as Tabulated Reports. Fifth. That a change be made in the arrangement of the headings in Consolidated Reports of Department Treasurer, "Form F," as shown in specimen sheet, attached hereto. This last recommendation is made after careful study, and is intended to simplify the work of Department officers and make the blanks more easily understood. Sixth. That Delinquent Report Blanks "Form V" be abolished. These reports, in my opinion, are superfluous, as all the information contained in them is found in Department Secretary's report, "Form C." In many instances the figures, which should be the same in the two reports, are sent to headquarters entirely different, and it is impossible for the National Secretary to make a correct report from them.
