III.—ON MEDICAL RELIEF AND A POOR LAW REForm Bill.

INCE I wrote upon "the Home and the House," the subject of out-door relief and the effort to destroy it in every form have been brought into sudden prominence. Its assailants have had the misfortune to win too great a success. Emboldened by their cleverness in not only gaining over the territorial interest, but inducing it to bear the brunt of battle, unconscious of the villanous design it was serving of setting class against class, and leading up to a great cleavage of the social system, they carried their scheme to such a length as at last to excite the indignation of the honest radicals as distinguished from radical professors. Such is Mr. Jesse Collings; and when it came to pushing these professor theories to a detestable length, no regard for this Macchiavellian policy of allowing the Whigs and Conservatives alike -for both were equally implicated, to establish a rankling wound that would not be healed in the minds of the new voters, prevented him from turning round fiercely upon friend and foe alike, and insisting that the better-to-do classes should not be allowed to make themselves unpopular at the cost of this grievous wrong inflicted upon the poor. It is possible that time will not permit the restitution of their rights in the present session; but it is no matter of uncertainty that, if so, one of the first measures of the reformed Parliament will be to abolish the disqualification of medical relief. For my own part, I am rejoiced beyond measure that this new disqualification was introduced. That it is a new disqualification cannot be disputed, since it affects a newly enfranchised class. If the franchise were restricted to the classes that before voted in counties, it might be argued that they were classes who ought to be above the necessity of accepting Medical Relief.
