Summary of Recommendations.

8. That the payment by private patients in State hospitals of more than $10 per week be prohibited by statute.

9. That the commission be empowered to make the salaries and allowances of the officers and employés of the State hospitals uniform for like grades of service.

10. That provision be made for the care of insane convicts apart from patients held on criminal orders, by erecting on the grounds of one of the State prisons, or elsewhere, a suitable hospital building for the former class.

11. That the care of the dependent insane of the counties of New York and Kings be transferred to the State, by the conversion of the present asylums for the insane of these counties into State hospitals.

12. That additional safeguards be provided to prevent the commitment to State hospitals of persons who are simply mentally enfeebled as a result of old age.

13. That more stringent provisions of law be enacted to prevent mentally unbalanced persons from involuntarily becoming inmates of, or from being detained against their will in, so-called sanitariums which are not licensed, and over which the State exercises no supervision.
