A Supplement to the Journal gives the text of current treaties and other official documents relating to international matters.

The "Journal" and "Supplement" constitute a veritable treasure house of information concerning international matters, and enable the student to keep in touch with all that transpires in international and diplomatic affairs.

The American Political Science Review. This is the organ of the American Political Science Association. It is published quarterly and devotes a section to international law.

The Bulletin of the International Bureau of the American Republics. This is the organ of the International Bureau of the American Republics. It is published monthly in two sections, one in English and one in Spanish, Portuguese and French.

EXAMINATIONS FOR OFFICE OF SECRETARY OF EMBASSY OR LEGATION

EXECUTIVE ORDER

It is hereby ordered that vacancies in the office of Secretary of Embassy or Legation shall hereafter be filled

(a) By transfer or promotion from some branch of the foreign service, or

(b) By the appointment of a person who, having furnished satisfactory evidence of character, responsibility and capacity, and being thereupon selected by the President for examination, is found upon such examination to be qualified for the position. THEODORE ROOSEVELT.

ORDER BY THE SECRETARY OF STATE

In pursuance of the Executive order of November 10, 1905, the Second Assistant Secretary of State, the Solicitor for the Department of State, and the Chief of the Diplomatic Bureau, or the persons for the time being respectively discharging the duties of said offices, are hereby constituted a Board, whose duty it shall be, by appropriate examination, to determine the qualifications of persons selected by the President therefor, to be appointed as secretaries of embassies or legations. Vacancies occurring in said Board, or such changes in the membership thereof as experience may prove to be desirable, will be dealt with by additional regulations as occasion may require.

The examination herein provided shall be held from time to time at the Department of State, in Washington, upon such notice to candidates as shall give them reasonable opportunity to attend for the purpose in question.
