During the past year 3,000 contract laborers were brought over here from Japan, and estimates by the immigration commissioner, based upon the arrivals since January 1, and information from government agents in the Orient, are made that during 1900 the importations into this port alone will be 10,000, unless some decided stand is taken. More than 1,000 have been admitted since the first of the year, and the rate is steadily increasing. It seems that all that is required of a prospective Japanese immigrant is a bond that he is not a contract laborer and that he will not become a public charge.

The other day an officer of the Belgina King, which brought 227 Japanese to San Diego, declared that to his positive knowledge these immigrants were all contract laborers consigned to a sugar plantation at Salinas, Cal.

When a man secures an official position, we first learn his true nature. Generally the man who was always trying to "stand in " with higher officials, and sacrificing the convictions of his conscience in order that he may curry favor, and thereby secure appointment to higher positions, has the make-up of a tyrant beneath his cuticle. A little elevation in his social sphere brings out his true character.
