MAINTENANCE UNDISTRIBUTED

For services and expenses of the JOBS Apprenticeship Initiative in accordance with Apprenticeship Training Supplemental and Related Instruction pursuant to section 1 of this act and Title II of the Federal Family Support Act of 1988. Expenditures from this appropriation must be made pursuant to a memorandum of agreement between the education department and the department of social services and approved by the director of the budget.

Teacher Opportunity Corps. For services and expenses of teacher opportunity corps programs conducted by institutions of higher education offering approved programs leading to permanent certification in teaching for the purpose of enhancing the preparation of prospective teachers in addressing the learning needs of at-risk pupils and to increase participation in careers in teaching by individuals who are members of minority groups historically underrepresented in teaching. Funds available pursuant to this appropriation shall be allocated by the commissioner no later than September 15, [1991] 1992 on the basis of applications submitted by eligible institutions which shall include a plan describing: (1) the specialized curriculum to be offered in order to prepare teacher opportunity corps graduates to address the particular learning needs of pupils at risk of truancy and academic failure; (2) the internship/clinical experience and counseling to be provided to all participants; (3) the mentoring to be provided to all program graduates during their first year of teaching; (4) an agreement with 1 or more nearby school districts, each having a high concentration of disadvantaged pupils, for the purpose of providing ternships and clinical experiences participants; (5) the methods to be used

recruiting and selecting participants and in allocating supplemental financial assistance among participants; and (6) the resources required to conduct the proposed program. The commissioner shall select institutions to participate in the program based on criteria which shall include, but not be limited to, location in or near a school district with a high concentration of disadvantaged pupils, the capacity to secure or provide additional support in amounts at least equal to 15 percent of the support sought pursuant to this appropriation through institutional, private, and other government sources, and through inkind services, the level of institutional commitment to teacher education and to minority recruitment as determined pursuant to measures established by the commissioner, and the anticipated potential of the program to serve as an effective model

§ 10. Section 21 of chapter 53 of the laws of 1992, enacting the aid to localities budget, is amended by repealing the items hereinbelow set forth in brackets and by adding to such section the other items italicized in this section.

§ 21. The several amounts named herein, or so much thereof as shall be sufficient to accomplish the purpose designated, being the unexpended balances of the prior year's appropriations, are hereby reappropriated from the same funds and made available for the same purposes as the prior year's appropriations, unless herein amended, for the fiscal year beginning April 1, 1992. Certain reappropriations in this section are shown using abbreviated text, with leader dots ... used to indicate where existing law that is being continued is not shown. However, unless a change is clearly indicated by the use of brackets [ ] for deletions and italics for additions, the purposes, amounts, funding source and all other aspects pertinent to each item of appropriation shall be as last appropriated.

For the purpose of complying with the state finance law, the year, chapter and section of the last act reappropriating a former original appropriation or any part thereof was, unless otherwise indicated, [either] chapter 53, section 13, of the laws of 1991 or chapter 407, section 6, of the laws of 1991 [whichever of such chapters constituted the last act reappropriating such former original appropriation].
