§ 11. Section 63 of chapter 53 of the laws of 1992, relating to the aid to localities budget, is amended to read as follows:

§ 63. Fort Drum school district grants. In addition to [approtionments] apportionments otherwise provided by section 3602 of the education law, for aid payable in the 1992-93 school year for the operating [expends es] expenses of school districts experiencing an increase in student enrollment as a result of the expansion of Fort Drum, there shall be paid two million six hundred twenty-five thousand dollars to provide each school district eligible to receive Fort Drum Impact Aid in the base year 1989-90 with an apportionment equal to: (1) thirty-seven and [one! half] one-half percent of their 1990-91 aid, plus (2) thirty-seven and one-half percent of [thier 1991-02] their 199192 aid and (3) a [shcare] share of the remaining amount to be paid to school districts [eligilbe] eligible in the current school year based on the percentage increase in [entrollment] enrollment in accordance with regulations of the commissioner of education.

Notwithstanding section 3609 of the education law, the commissioner of education is authorized to [qpy] pay from the general support for public [scholls'] schools appropriations, up to seventy percent of such sum, for such purposes, prior to April first [ot] of the school year for which such moneys are available, with the remainder payable on, or after, such date.

§ 12. The fourth undesignated paragraph of section 1 of chapter 54 of the laws of 1992, enacting the capital projects budget, read as follows:

The comptroller is hereby authorized and directed to temporarily loan money from the general fund or any other fund to the Federal Capital Projects Fund, the City University of New York Capital Projects Fund-388, the Correctional Facilities Capital Improvement Fund-399, the Mental Hygiene Capital Improvement Fund-389, the Division for Youth Facilities Improvement Fund-357, the Youth Centers Facility Fund-358, the Housing Assistance Fund-374, the Housing Program Fund-376 [and], the Engineering Services Fund-380 and the Department of Health Facilities Capital Improvement Fund. Such loans shall be limited to the amounts immediately required to meet disbursements, made in pursuance of an appropriation by law and authorized by a certificate of approval issued by the director of the budget with copies thereof filed with the comptroller and the chairmen of the senate finance committee and the assembly ways and means committee. The director of the budget shall not issue such a certificate unless he shall have determined that the amounts to be so loaned are receivable on account. When making loans, the comptroller shall establish appropriate accounts and if the loan is not repaid by the end of the month, provide on or before the 15th day of the following month to the director of the budget, the chairmen of the senate finance committee and the assembly ways and means committee, an accurate accounting and reporting of the financial resources of each such fund at the end of such

month. Within 10 days of the receipt of such accounting and

reporting, the director of the budget shall provide to the chairmen of the senate finance committee and the assembly ways and means committee an expected schedule of repayment by fund and by source for each outstanding loan. Repayment shall be made by the comptroller from the first cash receipts of this fund. § 13. Section 3 of chapter 54 of the laws of 1992, enacting the capital projects budget, is amended by repealing the items hereinbelow set forth in brackets and by adding to such section the other items italicized in this section.
