INTRODUCTORY.

The amendments to the general railroad laws of of 1873, by the legislature up to the present time, as well as the enactment by them of several new laws affecting railroad interests, seem to make a new compilation of our railroad legislation necessary. This compilation is intended to embrace all laws now in force which have a general application to railroads, as well as the special acts of the last few years, whose provisions seem to be of general importance.

In the arrangement of this compilation the amendatory acts themselves have not been inserted; it being deemed better to present the laws as a complete whole, rather than to make the laws obscure by retaining the old provisions while inserting the new ones. The amended sections are so designated in the side notes, with reference to the number of the amendatory act as published in the session laws.

In view of the great importance to the public and the railroads, of the decisions of our Supreme Court on railroad questions, I have thought it desirable to attach hereto a brief digest of those decisions, with a list of cases reported, to, and including the June term of 1881; in the preparation of which I have been very ably assisted by Mr. Samuel F. Cook, Deputy Commissioner, who has had the work under his immediate charge.

With a list of the acts herein contained by their titles and a copious index to all subjects touched upon in these laws, as well as the digest aforesaid, it is hoped that this volume may be of service to those who have occasion to consult it. W. B. WILLIAMS, Commissioner of Railroads.
