in lieu thereof the following: "patrolman, provided that the salary is less than $100 per month, the employment is temporary and not to exceed the season of navigation, and the duties specified are such as to indicate the employee to be an ordinary unskilled laborer."

Second. That where the employment is continuous during the year the position be filled as the result of competitive examination from some appropriate list, or by special examination when no appropriate list exists.

Third.— That in filling the position of patrolman the Superintendent of Public Works be requested to specify the division of his department in which the duties are to be performed and that the list from which certification is made be subdivided into groups of judicial districts as follows:

Eastern Division First, Second, Third, Fourth and Ninth Judicial Districts.

Middle Division.- Fifth and Sixth Judicial Districts.

Western Division.- Seventh and Eighth Judicial Districts. (December 24, 1913.)

Matter of Classification, Legislative Bill Drafting Commission On motion the Secretary was directed to write the AttorneyGeneral and acknowledge the receipt of his communication of December 26th, submitting opinion holding that employees of the Bill Drafting Commission are Legislative employees and not subject to classification under the civil service rules.

Matter of Classification, District Attorney, Bronx County Mr. Martin, District Attorney-elect of Bronx county, presented the following positions granted by the Board of Estimate and Apportionment to the District Attorney of Bronx county, pursuant to the provisions of chapter 548, of the Laws of 1912, as amended by chapter 266 of the Laws of 1913:

1 calendar clerk $1,200;

1 indictment clerk $1,500;

1 information clerk $1,500;

1 clerk $1,200;

1 bail and forfeited recognizance clerk $2,000;

1 stenographer to grand jury $10 per diem;

1 telephone operator $600.

The Commission classified the foregoing positions as follows: 1 calendar clerk - Competitive.

BEACON

RULES AND REGULATIONS FOR THE CIVIL SERVICE OF THE CITY OF BEACON.

In compliance with section 11 of the Civil Service Law of the State of New York, the following are prescribed and adopted as the rules for the classification of the offices, places and employments in the classified service of the city of Beacon, N. Y., and for appointments and promotions therein and examinations therefor, and for the registration and selection of laborers for employment therein, and for the due classification of all offices and positions in the City Service included in the Unclassified Service, Classified Service and Labor Class, and the same shall be valid and take effect, and all other rules are revoked, upon the approval of the Mayor of the city of Beacon, N. Y., and of the State Civil Service Commission of the State of New York.

Rule I. Application of Rules.

These rules shall apply to all positions in the Public Service in the city of Beacon, with the exception of those hereinafter enumerated in the unclassified service.

Rule II. Appointment of Commissioners.

For the purpose of ascertaining the merit and fitness of persons seeking or named for positions in the departments and offices of the municipal government to which these rules apply, there shall be a Municipal Civil Service Commission, which shall be composed of three citizens of the city of Beacon designated and appointed by the city council, each of whom shall be known as a Municipal Civil Service Commissioner of the city of Beacon, and not more than two of whom shall belong to the same political party. The city council may, at any time, by filing with the county clerk a written notification of the change, appoint another citizen in the place of any one so designated. It shall be the duty of such
