The following resolution was adopted by the Municipal Civil Service Commission January 15, 1913, and approved by the Mayor:

Resolved, That, subject to the approval of the Mayor and the State Civil Service Commission, and in accordance with the provisions of Rule XVIII, the rule requiring competition be and is hereby suspended in the case of Ella Dignan for appointment to the position of Matron at Utica Free Academy, in the Department of Education, it appearing that exceptional qualifications are required for the position and that Ella Dignan has these qualifications.

The following resolution was adopted by the Municipal Civil Service Commission January 24, 1913, and approved by the Mayor:

Resolved, That, subject to the approval of the Mayor and the State Civil Service Commission, the Exempt Class of the Classified Service be amended by adding to the Department of Education, the word, "Stenographer."

The following resolution was adopted by the Municipal Civil Service Commission August 28, 1913, and approved by the Mayor: Resolved, That, subject to the approval of the Mayor and the State Civil Service Commission, the following named persons, to be employed by the Commissioner of Assessment and Taxation as associate assessors to assist in making up the 1913 assessment-roll, be and hereby are excepted from examination, it appearing that they are persons engaged in private business, and that the services to be rendered are technical and expert, and of an occasional and exceptional character; provided, however, that their employment shall not exceed a period of three months, with compensation at the rate of $266.66 per month: John Farrell, George W. Sutton, Henry Bogart Clark, George W. Mahlstedt, Michael Bartnett and Henry B. Downey.

The following resolution was adopted by the Municipal Civil Service Commission December 31, 1912, and approved by the Mayor January 7, 1913:

Resolved, That, subject to the approval of the Mayor and the State Civil Service Commission, Mr. Ernest A. Faller be and he hereby is excepted from examination pursuant to the provisions of clause 6 of Rule XII, to be employed by the Fire Department as a Fire Telegraph Expert in the Bureau of Fire Alarm Telegraph for a period of one year from January 1, 1913, at a compensation not to exceed $3,000.

The following resolutions were adopted by the Municipal Civil Service Commission January 8, 1913, and approved by the Mayor January 15, 1913:

Resolved, That, subject to the approval of the Mayor and the State Civil Service Commission, Dr. S. S. Goldwater be and he hereby is excepted from examination, pursuant to the provisions of clause 6 of Rule XII, to be employed in Bellevue and Allied Hospitals during the year 1913 as Expert on Hospital Construction; provided, however, that his total compensation shall not exceed $2,000.

Resolved, That, subject to the approval of the Mayor and the State Civil Service Commission, the Croker National Fire Prevention Engineering Company, Fifth avenue and 46th street, be and hereby is excepted from examination pursuant to the provisions of clause 6 of Rule XII to render expert service in the Department of Public Charities in connection with the fire protection of the various buildings under its jurisdiction; provided, however, that the total compensation shall not exceed the sum of $950.

Resolved, That, subject to the approval of the Mayor and the State Civil Service Commission, the limitation of compensation ($750) fixed by clause 6 of Rule XII be and the same hereby is waived in so far as it applies to Frank E. Brooks, 26 Willow place, Brooklyn, N. Y., employed by the Board of Estimate and Apportionment as an investigator in connection with the study of the Departments of Health, Charities, and Hospitals, and his total compensation is hereby fixed at an amount not to exceed $2,000.

Resolved, That, subject to the approval of the Mayor and the State Civil Service Commission, the limitation of compensation ($750) fixed by clause 6 of Rule XII, be and the same hereby is waived in so far as it applies to Miss M. P. Speight, 501 West 104th street, Manhattan, employed by the Board of Estimate and Apportionment as an Investigator in connection with the study of the Departments of Health, Charities, and Hospitals, and her total compensation is hereby fixed at an amount not to exceed $1,700. (Approved January 31, 1913.)

The following resolution was adopted by the Municipal Civil Service Commission January 15, 1913, and approved by the Mayor January 21, 1913:

Resolved, That, subject to the approval of the Mayor and the State Civil Service Commission, the limitation of compensation ($900) fixed in the case of Mr. Thomas B. Fielders, employed as Expert Statistical Clerk in the Army Board under clause 6 of Rule XII, be and the same hereby is waived, and his employment to December 31, 1912, is hereby authorized; provided, however, that his total compensation shall not exceed $1,400.

The following resolution was adopted by the Municipal Civil Service Commission January 15, 1913, and approved by the Mayor January 22, 1913:

Resolved, That, subject to the approval of the Mayor and the State Civil Service Commission, Dr. Herbert D. Pease and Mr. A. J. Provost, Jr., be and they hereby are excepted from examination under the provisions of paragraph 6 of Rule XII, to serve as Sanitary Experts in the Board of Water Supply for a period of one year commencing January 11, 1913, to supervise all sanitary matters in connection with the work of the Board, to prepare all plans and specifications in relation to such matters to accompany or be embodied in the contracts prepared by the Board, and to devise and promulgate all proper rules and regulations in reference to such matters, including rules and regulations for the care and health of the employees of the Board and of the persons having contracts with the Board, for the erection and maintenance of camps and hospitals, and to inspect the operations under said contracts; provided, however, that their joint compensation shall not exceed ($10,000).

The following resolutions were adopted by the Municipal Civil Service Commission January 22, 1913, and approved by the Mayor January 27, 1913:

Resolved, That, subject to the approval of the Mayor and the State Civil Service Commission, Mr. W. Richmond Smith, 2 Castle park, St. George, Staten Island, be and he hereby is excepted from examination, pursuant to the provisions of clause 6 of Rule XII, to be employed as Expert in Charge by the Board of Estimate and Apportionment in connection with the work of

standardizing supply contracts and specifications, for a period of one year from January 1, 1913, at a compensation not to exceed $3,600.

Resolved, That, subject to the approval of the Mayor and the State Civil Service Commission, Mr. John F. Donovan, 701 West 179th street, New York city, be and he hereby is excepted from examination, pursuant to the provisions of clause 6 of Rule XII, to be employed as Expert Statistician by the Board of Estimate and Apportionment in connection with the work of standardizing supply contracts and specifications, for a period of one year from January 1, 1913, at a compensation not to exceed $3,000.

The following resolutions were adopted by the Municipal Civil Service Commission January 22, 1913, and approved by the Mayor January 29, 1913:

Resolved, That, subject to the approval of the Mayor and the State Civil Service Commission, the limitation of compensation ($850) fixed in the case of Miss Bessie C. Stern, 1580 Broadway, Paterson, N. J., who was excepted from examination under clause 6 of Rule XII, to be employed as Expert Examiner and Tabulator in the Board of Estimate and Apportionment in connection with the inquiry into the organization of the Department of Education for a period of six months from June 15, 1912, be and the same hereby is waived, and the extension of her employment for a period of six months from January 1, 1913, be and the same hereby is authorized; provided, however, that her total compensation shall not exceed $1,600.

Resolved, That, subject to the approval of the Mayor and the State Civil Service Commission, Mr. Charles G. Armstrong be and he hereby is excepted from examination, pursuant to the provisions of clause 6 of Rule XII, to be employed as Consulting Engineer in the Board of Estimate and Apportionment in connection with the inquiry into the organization, etc., of the Department of Education, for a period of five months from November 1, 1912, at a compensation not to exceed $2,000.
