dam, 163 feet in length, work was completed June 23, 1916. The following is a statement of work accomplished:

Completed reconstruction of a storehouse 15 feet 4 inches by 24 feet, with concrete blocks for the exterior walls, at cost of $9.54 for material and $147 for labor. Minor repairs consisted of replacing part of the timbers of the frame of machinery for operating head gate of mill race back of lock and repapering five rooms and one hall in the lock master's dwelling at cost of $13.66 for material and $47.15 for labor.

Lock and Dam No. 5.-Replaced the floors of two porches of lock master's dwelling, repainted the exterior two coats, made minor repairs to roof and chimneys, and replaced the roof covering of an outbuilding at cost of $28.24 for material and $50 for labor.

Lock and Dam No. 6.-Removed disabled discharge valve in land wall of lock, repaired its broken shaft, and made new frame at cost of $119.90 for material and $80.40 for labor, exclusive of the services of U. S. steamers Merrill and Vega. Weather conditions have not as yet permitted replacing the valve. Minor repairs consisted of replacing well pump and handling material for storehouse at cost of $21.01 for material and $3.20 for labor.

Lock and Dam No. 7.-Completed the reconstruction of a workshop, including replacement of head-gate machinery for water-power conduit, wood-planer parts, chain hoists, derrick parts, and track from shop to boat yard at cost of $694.35 for material and $248.82 for labor. Repairs made to the left bank of the canal consisted of refilling washouts and slips of the bank with 1,418 cubic yards earth over a distance of 700 feet, reconstructing 200 linear feet of a stone revetment, and repairing a road running from storehouse lot to boat landing in canal; cost of material, $354.50; cost of labor, $154.64. Minor repairs consisted of replacing the floor of a Governmentowned bridge over the canal and raising a section of the canal embankment when threatened by overflow from flood at cost of $94.49 for material and $11.92 for labor.

Lock and Dam No. 8.-Concrete-steel reconstruction was completed of a guide wall 127 feet long below the land wall of the lock. The estimated quantities are as follows:

The material required was on hand at the beginning of the year; additional material received cost $68.85 and the cost of labor was

$967. The total cost of the reconstruction, exclusive of the services of the crew and the U. S. steamer Vega, was $2,495.15. Material was received for use in reconstructing in concrete a guide crib above the lock at cost of $1,290.76 and $44.66 for labor. Minor repairs consisted of refastening the balanced discharge valve in land wall of lock to its shaft and in laying a 6-inch drainpipe from the lock master's dwelling to the river, a distance of 170 feet, at a cost of $33.98 for material and $66 for labor.

A clamshell dredge was hired from Clifton Bros., of Zanesville, Ohio, to remove deposits in the lower approach to lock, as follows: Apr. 24, 25, 26, and 27, 1916, sand and gravel_ ____cubic yards__ 810 Rate per day. Cost-

Lock and Dam No. 9.-Concrete-steel reconstruction was completed of a guide crib, 104 feet in length, above the land wall of lock. The following is a statement of materials expended:

About 90 per cent of the material was on hand at the beginning of the fiscal year; additional material received during the year cost $135.92 and the cost of labor was $1,046.90. The total cost of the reconstruction, exclusive of the services of the crew of U. S. steamer Vega, was $2,261.73.

Replaced guard gate at head of the abandoned canal at this lock by a concrete wall. 36 feet long, with conduit and steel head gates to furnish water power in canal below with which the United States is charged. The following is a statement of material expended: Excavation_. _cubic yards__ Concrete

Reconstructed a storehouse and outhouse, 12 feet by 14 feet 8 inches, using concrete blocks for the exterior walls, at cost of $150.08 for material and $103.95 for labor.

Material was received for use in reconstructing in concrete a guard crib below the river wall of lock, at cost of $1,795.74 and $54.52 for labor. Minor repairs consisted of making driveway at the end of inclined approach furnished by Muskingum County, Ohio, for the purpose of making the United States reservation at lock accessible to bridge below and in dismantling and removing wrecked guard gate of canal which was replaced by a wall, at cost of $15.52 for material and $134.60 for labor.

Lock and Dam No. 10.-Repairs to lock-gate valves, concrete walk and roadway from lock to lock master's dwelling and storehouse, repair of the interior of this building and preparing lock-house wall for extending the lock gauge to extreme high-water mark were made at cost of $15.88 for material and $42.25 for labor.

Lock and Dam No. 11.-A clamshell dredge was hired from Clifton Bros., of Zanesville, Ohio, to remove deposits from the upper end of lock and from its upper and lower approaches, as follows:

The floating plant available was employed for the work to which it is adapted, as exhibited in detail in the various items thereof of the appendix relating thereto. The following is a summary of the operations of the various craft:

U. S. dredge Malta.-The dredge was in commission from July 1 to December 24, 1915, and from May 4 to close of year. The following is a statement of the work accomplished:

Average cost per cubic yard, including repair and maintenance of dredge only, $0.0893.

Repairs made to dredge included replacing unserviceable parts and repairing the hulls of the fleet, including two dump scows, at cost of $742.78, in addition to the services of the crew.

U. S. S. "Merrill."-This boat was in commission from July 1 to December 24, 1915, and from May 2, 1916, to close of year, and was engaged as dredge tender mainly and incidentally in towing supplies and material to points where work was in progress, assisting in repair of disabled valves, and in making inspection trips.

U. S. S. "Vega."-This boat was in commission from July 1 to December 24, 1915. Her work was limited to assisting in the reconstruction of guide walls at Locks Nos. 8 and 9, a cross wall at the head of the canal at Lock No. 9, repair of disabled valves at Locks Nos. 6 and 8, and in making discharge measurements.

Floating pile driver "No. 6."-The boat was used in connection with the work of reconstructing guide walls below Lock No. 8 and above Lock No. 9, cross wall at head of canal at Lock No. 9 by driving round piles and sheet piles in the foundations, sheet piling for cofferdam, and by furnishing steam required. The boat was operated by the crew of U. S. S. Vega. A larger hoisting engine was installed to replace an unserviceable one, and other machinery was overhauled at cost of $144.26, exclusive of services of floating-plant crews. Reconstruction of two wooden dump scows, Nos. 59 and 60, was in progress at the Government workshop at Lock No. 7. At close of year the timber required and about 96 per cent of the metal work has been received, and about 21 per cent of the construction has been completed at cost of $4,139.78 for material and $499.49 for labor. Quarter boat, store boat, barges, and dump scows were kept in repair at cost of $41.64.
