2. BIG SANDY RIVER AND LEVISA AND TUG FORKS, W. VA. AND KY.

The only work done under this project during the year was in connection with the regulating works at mouth of river, all other operations having been suspended pending further action by Congress. The regulating works when completed will consist of two walls reaching from the lock to the Ohio River, a distance of about 1,500 feet and spaced approximately 60 feet apart for the greater part of the distance. The land or guide wall was constructed for about half its length, and the river or guard wall for about one-fifth of its length some years ago, the work being done under present allotment consisting in raising the guide wall 4 feet higher and extending it at the new height to the Ohio River, and the extension of the guard wall at its present height to about same distance. The raising of the guide wall has been completed, but owing to very unfavorable river conditions the extension of the walls was not commenced further than to assemble materials and plant, put in cofferdams, and make excavation of part of the site. The cofferdams were destroyed by floods and the excavations silted up, so that the work done toward extension was a total loss.

3. OPERATING AND CARE OF LOCKS AND DAMS ON BIG SANDY RIVER, W. VA. AND KY., INCLUDING TUG AND LEVISA FORKS.

The movable dams were down for a period of 180 days. During that time navigation was diverted from the locks to the open river. The following repair work, in addition to the ordinary work incident to the operation of the slack-water system, was done during

the year and, unless otherwise specified, was accomplished by hired labor with Government plant:

LOCKS AND DAMS.

Lock and Dam No. 1, main river.-Sixty new needles were constructed and put in use, also several old needles were repaired, the work being done by the lockmen; 300 feet of dredge chain was replaced with new chain at cost of $129; lock gates, wickets, escape bars, and trestles were cleaned and painted at cost of $129.17 for material and $49.75 for labor, the painting being done mostly by the lockmen; shop and small outbuildings were painted at cost of $62.50 for material, painting being done by the lockmen. Minor repairs were made to the lock, dam, dwellings, and maneuver boat.

Lock and Dam No. 2, main river.-Paving, about 80 cubic yards, were relaid, and 300 cubic yards of derrick stones were quarried, transported, and used for riprap as protection to bank below abutment, at cost of $316.80; lock gates and wickets were painted, at cost of $114.67 for material and $26.50 for labor, the painting being done mostly by the lockmen. Minor repairs were made to the lock, dam, dwelling, and the derrick of maneuver boat.

Lock and dam No. 3, main river.-The machine shop at this lock was worked to its capacity whenever dam maneuvers were not in progress, a great many repair parts being made for the works of this system; the construction of new concrete building was completed, and machinery was transferred from old to new machine shop, at cost of $212.84 for labor; the construction of steel cabins for maneuver boats Nos. 45 and 47 were completed, at cost of $311.15 for labor, the material having been previously purchased; roofs of office storehouse and small outbuildings were renewed, at cost of $286.65 for material and $74.50 for labor; lock gates, wickets, and escape bars were cleaned and painted, at cost of $144.64 for material and $139.25 for labor; the construction of steel derrick for maneuver boat No. 56 was commenced, at cost of $708.61 for material and $176.25 for labor. Minor repairs were made to lock, dam, dwellings, and skiffs.

Lock and Dam No. 1, Tug Fork.-Two small coal houses were constructed with material, most of which was on hand, principally by labor of the lockmen, at cost of $3.36 for material and $20.80 for labor; 110 square yards of concrete paving was laid back of lock wall, with material on hand and by labor of the lockmen; lock gates, wickets, escape bars, and trestles were cleaned and painted, at cost of $113.68 for material and $88.50 for labor. Minor repairs were made to the lock, dam, dwellings, and maneuver boat.

Lock and Dam No. 1, Levisa Fork.-Concrete walk was laid from lock master's dwelling to shop, with material on hand, at cost ot $345.60 for labor; two skiffs were built, at cost of $33.80 for material and by labor of the lockmen; lock gates, wickets, and trestles were cleaned and painted, at cost of $129.18 for material and $85.80 for labor. Minor repairs were made to the lock, dam, push boat, and maneuver boat.

Snagging. Very little trouble was experienced from snags and overhanging trees, and no regular party went over the river, the small amount of work necessary being done under direction of the Jock masters. About 40 large snags and a number of small ones
