were removed at various times; 40 cubic yards of stone were removed from channel below Lock No. 3, and 165 cubic yards were removed from channel below Lock No. 1, Tug Fork.

FLOATING PLANT.

U. S. launch "Pioneer."-This gasoline launch was usefully employed through the year in making inspection trips, towing flats, and delivering supplies to the various locks. Minor repairs were made to hull and machinery at cost of $11.90 for material, and labor by the engineman. Total miles run, 1,894.

U. S. maneuver boat "No. 3."-This boat was stationed at Lock No. 1. Tug Fork, and used for maneuvering the dam, repair work, etc. Repairs were made to the hull with material on hand at cost of $55.70 for labor.

U. S. maneuver boat "No. 38."-This boat was stationed at Lock No. 1 and used in maneuvering the dam and in repair work. Repairs were made to steel derrick at cost of $22.50 for material and $32 for labor.

U.S. maneuver boat “No. 39."-This boat was stationed at Lock No. 1, Levisa Fork, and used in maneuvering the dam and in repair work.

U.S. maneuver boat “No.45."-This boat was stationed at Lock No. 3 and used in maneuvering the dam, repair work, and in dredging operations. The construction of a steel cabin was completed at a cost of $3.75 for material and $170.40 for labor.

U. S. maneuver boat "No. 46."-This boat was stationed at Lock No. 2 and used in maneuvering the dam, repair work, and in dredging operations.

U.S. maneuver boat "No. 47."—This boat was stationed at Lock No. 1, Tug Fork, and used to assist maneuver boat No. 3, which became unfit for use, in maneuvering dam and in repair work. The construction of a steel cabin was completed at cost of $60.75 for material and $140.75 for labor. Twelve-ton push boat No. 35 and 10-ton push boats No. 33, No. 34, No. 40, and No. 41 were used in boating derrick and riprap stone, in transferring materials to the various locks, and in maneuvering the dams. No repairs worthy of mention were made to any of these boats.

New plant.-Under contract with American Bridge Co., of Ambridge, Pa., a new steel hull for U. S. maneuver boat No. 56 is under construction, at cost of $6,000. The construction of a steel derrick for this hull is under way at cost of $708.61 for material and $176.25 for labor. The construction of a steel cabin was begun, at cost of $215.25 for material and $10 for labor.

STATEMENT OF LINES OF TRANSPORTATION.

The steamer Mildred Runyon ran regularly as packet and freight boat between Catlettsburg and Richardson, Ky., during May, June, July, August. September, October, November, and December. Stopped because of weather conditions until spring.

The Prairie Belle ran as packet and freight boat between Catlettsburg and Kise, Ky., during July, August, September, October, November, and December. Stopped because of weather conditions until spring.

4. KENTUCKY RIVER, KY.

The following is a detailed account of work accomplished: Lock and Dam No. 13.-A steel needle boat for operating movable crest was completed at a cost of $561.64 for material and $940.05 for labor.

Lock and Dam No. 14.-The contract with Gahren, Dodge & Maltby, dated June 14, 1911, for the construction of Lock and Dam No. 14, was annulled on March 21, 1916, and the work taken over by the United States for completion by hired labor.

Itemized statement of the work done under the Gahren, Dodge & Maltby contract from the beginning of fiscal year to the date of its annulment:

The total amount estimated for payment under the Gahren, Dodge & Maltby contract was $280,239.83, which was 86.43 per cent of the entire contract. The several features of the work included in this amount were as follows: The lock, guide walls, and abutment had been completed; of the ten 24-foot sections of the dam, two had been completed, with the exception of steel work and anchorages for movable crest, two nearly so, and one other had been commenced. The backfilling of the walls was 94.55 and the paving 52.11 per cent complete.

Upon the annulment of the contract, the plant and materials then on the work were seized by the United States and work was immediately resumed by hired labor forces. The contractor's plant, which was in very poor condition, was put in shape for operation and supplemented by several items of United States floating plant. A cofferdam inclosing the site of the three guard piers above the upper lock entrance was constructed and the piers were completed, as was also the excavation of a rock ledge below the dam on the abutment side. The grading of the grounds between the dwellings and paving was completed as far as was possible at the time, and the concrete walk. well curb, and flag-pole base were placed. At the close of the fiscal year the cofferdam for inclosing the remainder of the dam is in course of construction.

The above total represents 31.11 per cent of the work remaining to be done at the time of the annulment of the contract. The total amount of work done at Lock and Dam No. 14 during the fiscal year was as follows:

During the year and prior to the annulment of the contract the United States purchased in the open market the following quantity of cement for this work, and deducted same from the contractor's estimates, in order to keep the work in proper stage of advancement: 3,200 barrels, at $1.76 per barrel, delivered, $5,632. During the year cement was used at the rate of 1.03 barrels to the cubic yard of concrete and 1.40 per cubic yard of paving.
