REQUESTS FOR CHANGES IN THE STATE CIVIL SERVICE RULES AND CLASSIFICATION DENIED

Niagara Reservation

Commissioner Milliken, to whom has been referred the application of Superintendent Perry, of the State Reservation at Niagara, dated January 18, 1905, for classification in the non-competitive class of the positions of watchman and ticketman at the reservation, reported as follows:

“I think that these positions should be continued in the competitive class, with the understanding that the employees who are now performing the duties of the positions, many of whom have been in the service for a number of years and are perfectly satisfactory, be given their proper titles without examination."

On motion the report was accepted and the following resolution adopted:

Resolved, That the application of the Superintendent of the State Reservation at Niagara for the transfer from the competitive to the non-competitive class of the positions of watchman and ticketman, be and hereby is denied.

Commissioner of Jurors, Kings County

Resolved, That the application of the Commissioner of Jurors of Kings county, under date of January 10, 1905, for the classication in the exempt class of the position of "fine and exempt clerk," be and hereby is denied.

State Treasurer

The communication of John G. Wallenmeier, Jr., State Treasurer, dated January 12, 1905, applying for the transfer of the position of messenger in his office from the competitive to the

exempt class, was again considered. On motion the following resolution was adopted.

Resolved, That the application of the State Treasurer for the classification of the position of messenger in the exempt class, be and hereby is denied.

State Industrial School, Rochester

A communication from Isaac Gibbard, president board of managers, State Industrial School, Rochester, dated February 2, 1905, requesting that the positions of supervisor of farm cottage and matron of farm cottage be classified in the non-competitive class. was considered. It was the opinion of the Commission that it is practicable to fill the position of supervisor of farm cottage through competition limited to persons whose wives are found qualified, after non-competitive examination, for the position of matron of farm cottage. (February 10, 1905.)

Hospital for Crippled and Deformed Children

Communications dated February 22 and 27, 1905, from Dr. Newton M. Shaffer, superintendent, Hospital for Crippled and Deformed Children, Tarrytown, requesting that the position of trained nurse at said institution be classified in the exempt class, were submitted. On motion it was

Resolved, That the application of Superintendent Shaffer for the transfer of the position of trained nurse at the New York State Hospital for the Care of Crippled and Deformed Children, Tarrytown, from the competitive to the exempt class, be and hereby is denied.

State Treasurer

Resolved, That the applications of State Treasurer Wallenmeier, under date of February 17, 1905, for the transfer of the position of assistant cashier in his office from the exempt to the competitive class, and for the classification in the exempt class of the position of deposit clerk, be and hereby are denied.

Register, Kings County

The Commission considered a communication from Register Dooley, Kings county, dated June 22, 1905, requesting that the following named positions in the mortgage tax bureau of his office be classified in the exempt class:

One assistant deputy register.
One chief mortgage tax clerk.
Three mortgage tax examiners.
One mortgage tax cashier.

One assistant mortgage tax cashier.

Two mortgage tax bookkeepers.

One secretary.

Four mortgage tax clerks.

Four mortgage tax messengers.
One expert accountant for register.
One confidential bank messenger.
One expert interest clerk.

On motion resolution was adopted, subject to the approval of the Governor, including in the exempt class in the office of the Register, Kings county, the positions of one mortgage tax deputy and one cashier, mortgage tax bureau.

Register, New York County

The Commission considered a communication from Register Ronner, New York county, dated June 22, 1905, requesting that the following named positions in the mortgage tax bureau of his office be classified in the exempt class:

One assistant deputy register.

One chief mortgage tax clerk, or superintendent.
Three mortgage tax examiners.

One mortgage tax cashier.

One assistant mortgage tax cashier.

One mortgage tax auditor.

One mortgage tax bookkeeper.

One secretary.

Four mortgage tax clerks.

Four mortgage tax messengers.
One confidential bank messenger.

On motion resolution was adopted, subject to the approval of the Governor, including in the exempt class in the office of the Register, New York county, the positions of one special deputy register, and one cashier, mortgage tax bureau.

Regulation VII, section 6(a)

A communication from Superintendent Winspear, Newark Custodial Asylum, dated August 21, 1905, requesting an amendment to regulation VII, section 6(a), so as to provide for certification from the eligible list of women officers by judicial districts, was considered. On motion the application was denied. (September 14, 1905.)

Commission of Gas and Electricity

Resolved, That the application of the Commission of Gas and Electricity for the classification in the exempt class of the position of hearing stenographer, be and hereby is denied. (Adopted September 14, 1905.)

Commissioner of Agriculture

Resolved, That the application of the Commission of Agricul ture, under date of September 14, 1905, for the classification in the exempt class of the position of chief of bureau of statistics and information, be and hereby is denied.

Sheriff, Kings County

Resolved, That the application of the Sheriff of Kings county under date of March 31, 1905, for the classification in the exempt class of the position of accountant in his office, be and hereby is denied.

Register, New York County

Resolved, That the application of the Register of New York county under date of August 24, 1905, for the transfer from the competitive to the exempt class of the position of one examiner in his office, be and hereby is denied.

Resolved, That the application of the Register of New York county under date of July 6, 1905, for the classification in the exempt class of the position of one daily index clerk, be and hereby is denied.

Board of Commissioners of Quarantine

Resolved, That the application of the Board of Commissioners of Quarantine, under date of October 19, 1905, for the classification in the exempt class of the position of confidential stenographer, be and hereby is denied.

Resolved, That the application of the Commissioner of Elections of Erie county, under date of November 22, 1905, for the classification in the exempt class of an additional position of election clerk, be and hereby is denied.

Resolved, That the application of the Sheriff of Albany county, under date of November 24, 1905, for the classification of the position of jailer in the exempt class, be and hereby is denied.
