whenever the legislative assembly of Porto Rico shall have enacted and put into operation a system of local taxation to meet the necessities of the government of Porto Rico by this act established, and shall by resolution duly passed so notify the President, he shall make proclamation thereof and thereupon all tariff dues on merchandise and articles going into Porto Rico from the United States or coming into the United States from Porto Rico and from and after such date all such merchandise and articles shall be entered at the several ports of entry free of duty; and in no event shall any duties be collected after the 1st day of March, 1902, on merchandise and articles going into Porto Rico from the United States or coming into the United States from Porto Rico. The duties collected under the above section shall be placed at the disposal of Porto Rico until the government of Porto Rico shall have been organized, when the moneys collected shall be turned into the local treasury of Porto Rico. Goods imported from Porto Rico and under bond shall pay only the duty imposed by this act."

"No export duties are to be collected, but taxes and licenses may be levied.

Scientific, literary and artistic works, books and pamphlets printed in the English language may enter Porto Rico free of duty.

PROVISIONS FOR GOVERNMENT.

"The capital shall be at San Juan. Persons who were Spanish subjects April 11, 1899, and who have not elected to preserve their allegiance to Spain are held to be citizens of Porto Rico and entitled to the protection of the United States. The designation of the body politic is under the name the People of Porto Rico.

"The laws and ordinances of Porto Rico now in force shall continue in full force and effect except as altered by this act or by military orders and which are not inconsistent with the laws of the United States.

"The old law forbidding the marriage of priests and ministers is repealed.

"The vessels of Porto Rico are to be nationalized and admitted to the benefits of the United States coasting laws. Quarantine stations are to be established. Porto Rico coin to be rated, the peso being rated at 60 cents in the exchange. Three months after the act takes effect Porto Rico coins are not to be legal tender. Property usually under the control of the United States will so continue and other properties acquired from Spain will be administered by the Porto Rican government. The governor is to be appointed by the president and hold his office for four years, having the powers conferred on governors of territories of the

United States, but is to make his reports through the Secretary of State to the President.

"That for the purpose of retiring the Porto Rican coins now in circulation and substituting therefor the coins of the United States, the Secretary of the Treasury is authorized to redeem, on presentation in Porto Rico, all the silver coins of Porto Rico known as the peso, and all other silver and copper coins now in circulation in Porto Rico, not including any such coins that may be imported into Porto Rico after the first day of February, 1900, at the present established rate of sixty cents in the coins of the United States for one peso of Porto Rican coin, and for all minor or subsidiary coins the same rate of exchange shall be applied." The bill will go into effect on May 1, 1900.

"On the regular election day in November and every two years thereafter Porto Rico may choose a commissioner to represent the island at Washington, salary $5,000.

A commission of three members, one a native of Porto Rico, is to be named to revise and codify the laws of Porto Rico.

"The act for a civil government is to go into effect May 1, 1900."

An executive council appointed by the President and confirmed by the Senate is as follows: Secretary, Attorney General, Treasurer, Auditor, Commissioner of the Interior and of Education, and five other officers to hold office for four years.

The Council is the upper branch of the Legislature, five of whom shall be natives of Porto Rico. The other branch shall be a house of delegates to consist of thirty-five members, elected bi-ennially by the qualified electors. There are seven electoral districts in Porto Rico.

QUALIFICATIONS FOR VOTERS.

The qualifications for voters are "at such elections all citizens of Porto Rico shall be allowed to vote who have been bona fide residents for one year and who possess the other qualifications of voters under the laws and military orders in force on March 1, 1900, subject to such modifications and additional qualifications and such regulations and restrictions as to register again as may be prescribed by the executive council.

"No person shall be eligible to membership in the house of delegates who is not 25 years of age and able to read and write either Spanish or the English language, or who is not possessed in his own right of taxable property, real or personal, situated in Porto Rico,"

JUDICIARY.

The judicial power is vested in the courts already established,

the Chief Justice, Associate Justices, and Marshall to be appointed by the President, Judges of the District Court and other offcers of the government of Porto Rico. There is also a United States District Court established similar to the courts of the territories.

HAWAII.

AN ACT TO PROVIDE A GOVERNMENT FOR THE TERRITORY OF HAWAII.

CAPITAL.

The Capital was established at Honolulu on the Island of Oahu.

CITIZENSHIP.

1. Citizens of Hawaiian Republic became citizens of the United States and of the Territory of Hawaii.

2. Citizens of the United States residing one year in Hawaii are citizens of the Territory of Hawaii.

LAWS.

Laws of the United States so far as applicable are effective in Hawaii. Hawaiian laws, not inconsistent with the laws of the United States shall remain in force.

GOVERNMENT.

Legislative power is vested in two houses, the Senate and House of Representatives. Election occurring every two years. Each member of the legislature takes the following oath :

I solemnly swear (or affirm), in the presence of Almighty God, that I will faithfully support the Constitution and laws of the United States, and conscientiously and impartially discharge my duties as a member of the Legislature, or as an officer of the government of the Territory of Hawaii (as the case may be).

SENATE.

The Senate consists of fifteen members.

QUALIFICATIONS.

Must be a male citizen of the United States; must have attained the age of 25; must have been a resident of the Hawaiian Islands not less than three years; shall be qualified to vote for Senator.

HOUSE OF REPRESENTATIVES.

Shall consist of thirty members.

QUALIFICATIONS.

Must have attained the age of 25 years; must be a male citizen of the United States; must have resided in the Hawaiian Islands not less than three years; must be qualified to vote for Representatives.

SESSIONS OF THE LEGISLATURE.

The sessions of the Legislature shall be called on the third Monday in February and biennially.

Legislative proceedings shall be conducted in the English language.

The process through which a bill passes in becoming a law and in being vetoed and signed by the Governor is similar to the process through which it passes in the Government and State Legislature of the United States.

The Legislature may create counties, and town and city municipalities within the Territory of Hawaii and provide for the government thereof.

QUALIFICATIONS OF VOTERS.

Must be a male citizen of the United States; must have resided in the territory not less than one year preceding and in the district in which he offers to register not less than three months immediately preceding the time at which he offers to register; must have attained the age of 21 years; must have prior to each regular election during the time prescribed by law for registration have caused his name to be entered on the register for voters for representatives for his district; must prior to such registration have paid a poll tax of $1.00 for the current year, due by him to the government.

EXECUTIVE.

The Governor of the Territory of Hawaii is appointed by the President by and with the advice and consent of the Senate of the United States. He holds office for four years. He must be 35 years of age and a citizen of the Territory of Hawaii. He acts in the same capacity as the Governor of our territories.

There shall be a Secretary of the Territory appointed by the President by and with the advice and consent of the Senate of the United States with term of office and qualifications same as the Governor.

The other officers of the executive department of the government are appointed by the Governor of the Territory of Hawaii and are as follows:

Attorney General.

Treasurer.

Commissioner of Public Lands.

Commissioner of Agriculture and Forestry.

Superintendent of Public Works.

Superintendent of Public Instruction.

Commissioner of Labor.

Auditor.

Surveyor.
