The local commission gives ten (10) days' notice of the time of holding competitive examinations and for receiving applications. This notice is posted on the bulletin board of the commission, and three copies thereof posted in conspicuous places about the city, and also delivered to the newspapers as news.

The question papers for the various examinations are prepared by the secretary of the commission, after consulting the State Commission or other reliable authority, and the examination papers are rated by the commission.

The local commission after examinations are held, ratings made and eligible lists established, securely encloses all papers in reference to examinations, seals the same, and files them in the desk of the commission in the City Hall. The minutes of the commission and its records and papers are open for public inspection at any time.

There were no non-competitive examinations held during the year except for provisional or emergency purposes. Two such ex aminations were held, and subsequently eligible lists established for the same after competitive examinations.

There were twenty-six (26) laborers for the water department registered during the year, and about fifteen (15) appointments made.

The number of appointments made to exempt positions during the year were three (3); the number to competitive positions eighteen (18); there were no appointments to non-competitive positions; there were no removals during the year; there were three (3) resignations in the competitive class during the year; and there were no transfers from one department to another during the

year.

During the year there was one promotion made of patrolman to sergeant in the police department, and the appointment was made after a promotion examination held therefor.

There was one appeal taken from ratings by commission, and that was taken by Lawrence F. Dugan from his rating as a patrolman. A re-rating was allowed to Mr. Dugan after the commission had thoroughly considered his appeal.

There were no exceptions from examination during the year. The provisions of the law in regard to veterans, certification of payrolls and accounts, were complied with.

The payrolls from the various departments are delivered in duplicate to the secretary of the commission within the required time before payment is to be made; such payrolls are compared with the official roster to see that the Civil Service Law has been complied with, after which, if the payrolls are in proper shape and entitled to be certified, the secretary of the commission makes the certification.

There are no employees in the public service whose payrolls or accounts for service are paid without certification, that are known. to the commission.

The registrar of laborers, and all employments in the labor class, have been made from proper lists after proper certification. The commission has a complete roster of all city employees showing names, titles of positions, dates of appointments and salaries. The roster and other records of the commission are sufficiently complete to make it possible to establish the legality of all appointments. All fiscal officers require certificates upon all payrolls before payments are made.

A copy of the roster of the local service is returned herewith.

Lackawanna

The annual report of the Municipal Civil Service Commission for the year 1913 is hereby submitted:

The personnel of the commission remains the same as of 1912, viz.:

Miles S. Wasson, president; Dr. J. F. Wardner; Walter McCullor; Robert Middleton, secretary.

Each of the commission and secretary receives a salary of $200 per year.

During the year a new City Hall has been completed, and the commission has their own room. Special steel filing cabinets have been purchased, which permits of all of the records of the commission to be kept under lock and key.

The records are so kept that they can be open for public inspection at any time and the legality of all examinations, markings and appointments can be established.

By the request of the city judge, the position of court interpreter has been placed in the classified service under the competitive class and approved by the mayor of Lackawanna and the State Civil Service Commission.

The commission has held eleven regular meetings and six special meetings during the year.

All examinations have been advertised in accordance with the Civil Service Law, and posters furnished by the State Commission have been posted in all public places in the city.

There are eligible lists for all of the positions except court interpreter. Only one application was received for the position and he failed on account of not being capable of translating the Croation language.

The commission was requested to form an eligible list for this position, the applicants to be capable of translating from Croation and Polish to English and vice versa, and the position was to pay $65 per month.

The salary was found to be too small for this class of work and the applications could not be secured. The question is now before the city judge for his decision as to the raising of the salary of the position.

There has been one dismissal from the police department on account of conduct unbecoming an officer and being found asleep on duty, and one vacancy on account of death.

There were two resignations in the fire department and one reinstatement by permission of the commission.

There have been no appeals from ratings or exceptions from examinations during the year.

All payrolls of the competitive, non-competitive, labor and exempt classes have been certified by the secretary of the commission after checking the same against the city roster. No other accounts are certified nor do the fiscal officers require it.

This commission does not believe that they should be compelled to keep a roster of the unclassified service of the city, and to make a copy of the same for the State Commission each year. This requires time and labor and the secretaries of the commissions of the small cities are paid but a small salary and cannot afford to give all their time to the position, and as this roster is not included in the State's report each year it must be used, if used at all, by some other department of the State and should be furnished by the city clerks of the respective cities.

This commission unanimously recommends that this portion of the annual report of the municipal commission to the State Commission be eliminated in the future.

Little Falls

To the Honorable State Civil Service Commission, Albany, N. Y.: GENTLEMEN. Pursuant to section II of the Civil Service Law (chapter 15, Laws of 1909), we have the honor to submit herewith the annual report of Municipal Civil Service Commission of the City of Little Falls, N. Y., for the year ending December 31, 1913.

During the year of 1913, the commission was only called upon twice by the city departments to furnish eligible lists. In both cases the positions called for, this commission had eligible lists and the same was furnished to the department calling for such list, therefore we were not required to hold any competitive examinations during the year. We were called upon to give one non-competitive examination, this was for the position of city physician.

In the labor class sixty-three (63) certificates were registered and enrolled on our records, the number of laborers employed at one time varied from fifteen (15) to fifty (50) as the amount of work demanded.

In the classified service we had one removal (position dispensed with) and one promotion, this being caused by the enactment of the Laws of 1913, governing health boards, the position of plumbing inspector heretofore being under the supervision of two departments, namely the health board and the public works board, the salary being paid jointly by these departments from their funds, the public works board dispensed with the position, which caused the removal of the services of the plumbing inspector from this de partment, the city board of health took over the office of plumbing inspector to be under their complete direction, and the salary of the position was increased to the same amount as was previously
