PUBLIC SCHOOLS OF THE CITY OF NEW YORK. School Boards. On the first day of February, 1898, the Boards of Education of the former cities of New York and Brooklyn became Borough School Boards. In the Boroughs of Manhattan and the Bronx the School Board consists of twenty-one members, who will serve out the terms for which they were appointed members of the Board of Education. In the Borough of Brooklyn the School Board consists of the 45 members of the Board of Education, who will serve out their terms. On the third Wednesday of January, 1898, the Mayor appointed a School Board of nine members in each of the Boroughs of Queens and Richmond, whose terms commenced on February 1. The School Board in each Borough organized on the second Wednesday of February and chose a president and delegates to the Board of Education, and elected a secretary, an assistant secretary or chief clerk, and such other clerks and subordinates as are required for its administrative duties. Each School Board has the safekeeping of all the premises and other property used for or belonging to the schools of the borough and power to choose sites for all school buildings and to provide such by-laws for the government and management of the schools of the boroughs as shall be for their best interests. The School Board has power to fix the salaries of superintendents, principals and all other members of the teaching staff, which need not be uniform, in the different boroughs. a Each School Board has power to appoint Borough Superintendent of Schools for a term of six years, one Associate Superintendent for the first 700 teachers and an additional Associate Superintendent for each 350 teachers additional. The Borough Superintendent and his associates form a Borough Board of Superintendents, who are charged with the duty of visiting all schools and inquiring into all matters relating to them and reporting to the School Board. They keep a list of all teachers, arrange for the promotion, graduation and transfer of pupils and may recommend the text-books, apparatus and supplies required. Under their direction each school principal directs the methods of teaching in classes under his charge. The Borough Superintendent has a seat in the School Board, with the right to speak on all matters before the Board. but no vote. He nominates at tendance officers to enforce the compulsory edu cation law and the clerks in his office. A School Board has power to establish high schools, evening schools and kindergartens. The School Board of the Borough of Brooklyn has full charge of the teachers' retirement fund created in the City of Brooklyn. The College of the City of New York and the Normal College are continued as separate corporations to furnish free instruction, grant degrees and diplomas. The Board of Education. The head of the department of education is called the Board of Education. This consists of nineteen the President members, including of the School Board of the Boroughs of Manhattan and the Bronx and ten members elected by said board; the President of the School Board of the Borough of Brooklyn and five members elected by said board; and the Presidents of the School Boards of the Boroughs of Queens and Richmond. Their term of office is one year. The Board of Education of Boards of the various boroughs. The schools of the city shall be free to all children over 5 and under 21 years of age, and the money for the support of the schools shall be raised by taxation. The Board must make an annual report to the Mayor, between August 1 and November 30, setting forth in detail the condition of all schools under its control. The Board of Education shall provide for the purchase of all books, apparatus and supplies for the schools of the city, which, so far as possible, are to be obtained by contract. All applicants for licenses to teach are to be examined by the City Superintendent Schools and four persons nominated by him and appointed by the Board of Education. Teachers must be appointed from the lists of those duly licensed by the City Superintendent. Principals shall be appointed by the School Boards of their boroughs on the nomination of the Board of Borough Superintendents, and all other members of the teaching staff in like manner, but principals shall have seats in the latter Board for all appointments in their respective schools. Until a School Board, which has been a Board of Education, adopts the nomination system its right to make appointments without nomination shall remain. Resignations of Borough Superintendents and Associate Superintendents shall be made to a School Board, and resignations of principals and teachers to the Borough Superintendent. Members of the Board of Education of the School Boards are to serve without pay and to hold no office of emolument under city, county, state or national government. They may be removed for the neglect or misconduct after a hearing by Mayor, who has power to fill all vacancies.
