A large portion of this work was undertaken under appropriations made by the President from the appropriation for national defense, and was pushed forward to put the country in a state of war. Emplacements for the following guns were commenced with money provided in this manner: Thirty-one 12-inch guns; eighteen 10-inch guns; forty-one 8-inch guns and forty-six rapid fire guns. The following table gives the total number of sea coast guns and carriages of every kind and the corresponding emplacements for them:

ANGLO-AMERICAN JOINT

One of the important international events of 1898 was the appointment by Great Britain and the United States of a Joint High Commission for the purpose of adjusting all matters of difference between Canada and the United States The Commission met at Quebec and, after sessions lasting nearly two months, adjourned to convene again in Washington, in which its deliberations were concluded. The Commissioners representing the United States were Senator Charles W. Fairbanks, of Indiana; Senator George Gray, of Delaware: Representative Nelson Dingley, of Maine; John A. Kasson, of Iowa, formerly Minister to Germany and Austria; John W. Foster, of the District of Columbia, formerly Secretary of State and ex-MinIster to Spain, Russia and Mexico; and T. Jefferson Coolidge, of Massachusetts, former Minister to France. Senator Gray attended but one meeting, when he resigned to act as a Peace Commissioner for the United States. He was succeeded on the Joint High Commission by Senator Chas. J. Faulk. Faulkner of W. Va.

Baron Herschell, late Lord High Chancellor of England, was the special representative of the British Government, the Commissioners for Canada being Sir Wilfred Laurier, Sir Richard Cartwright, Sir Louis Davies and the Hon. John Charlton, M. P. Sir James Winter represented Newfoundland. The first session of the Joint Commission was held at Quebec, August 21. The last meeting was on October 10. The Commission reconvened at Washington, D. C., on November 10, 1898.

The principal subjects submitted for the conideration of the Joint High Commission are as follows:

First, the questions in respect to the fur seals in Bering Sea and the waters of the North Pacific Ocean. Second, provisions in respect to the fisherles off the Atlantic and Pacific coasts, and in the waters of their common frontier. Third, provisions for the delimitation and establishment of the Alaska-Canadian boundary, by legal and scientific experts, if the Commission shall so decide, or otherwise. Fourth, provisions for the transit of merchandise in transportation to or from either country, across intermediate territory of the other,

whether by land or water, including natural and artificial waterways and intermediate transit by sea. Fifth, provisions relating to the transit of merchandise from one country to be delivered at points in the other beyond the frontier. Sixth, the question of the alien labor laws applicable to the subjects or citizens of the United States and of Canada. Seventh, mining rights of the citizens or subjects of each country within the territory of the other. Eighth, such readjustment and concessions as may be deemed mutually advantageous of customs duties applicable in each country to the products of the soil or industry of the other. upon the basis of reciprocal equivalents. Ninth, a revision of the agreement of 1817 respecting naval vessels on the lakes Tenth, arrangements for the more complete definition and marking of any part of the frontier line, by land or water, where the same is now so insufficiently defined or marked as to be liable to dispute. Eleventh, provisions for the conveyance for trial or punishment of persons in the lawful custody of the officers of one country through the territory of the other. Twelfth, reciprocity in wrecking and salvage rights.
