JUSTIFICATION

Senator BYRD. This afternoon we have scheduled before the subcommittee three items. The first is International Organizations and Conferences in the Department of State, wherein a request has been made for $400,000; the second item is for the Immigration and Naturalization Service in the amount of $869,000; and the last item is for the Bureau of Narcotics and Dangerous Drugs in the amount of $700,000.

I am unable to attend the hearings this afternoon, so I have requested Senator Bible to preside.

Senator Bible, I appreciate very much your willingness to conduct this afternoon's session for me.

Senator BIBLE. The request of the State Department consists of language to transfer the sum of $400,000 from the appropriation "Contributions to International Organizations" to the appropriation "International Conferences and Contingencies" to cover the cost of the United States in hosting three international conferences.

The justification will be placed in the record,

Additional funds in the amount of $400,000 are requested to provide for U.S. hostship of: 1) the Third Preparatory Committee meeting and the resumed Plenipotentiary Conference on Definitive Arrangements for the International Telecommunications Satellite Consortium (INTELSAT); and (2) the Diplomatic Conference to Negotiate a Patent Cooperation Treaty.

International Conferences and Contingencies

For an additional amount for "International Conferences and Contingencies," $400,000,

to be derived by transfer from the appropriation for "Contributions to International
Organizations" Fiscal Year 1970: Provided, That $175.000 of the foregoing amount
shall be transferred and available only on enactment into law of S.J. Res. $0.
91st Congress, or similar legislation.

Explanation of Language Changes

Additional appropriation language has been included to provide funds amounting to $400,000, to be derived by transfer from the appropriation for "Contributions to International Organizations," fiscal year 1970. Of this amount $175,000 shall be transferred and available only on enactment into law of S.J. Res. 90, 91st Congress, or similar legislation authorizing the Secretary of State and the Secretary of Commerce to take all necessary steps to organize and hold a Diplomatic Conference to Negotiate a Patent Cooperation Treaty in Washington, D.C., in fiscal year 1970.

The remaining $225,000 will meet the cost of United States hostship of the Third Preparatory mmittee meeting and the resumed Plenipotentiary Conference on Definitive Arrangements for the International Telecommunications Satellite Consortium (INTELSAT).
