an Act entitled "an Act providing for incorporating associations for Mining, Manufacturing, Commercial and other industrial pursuits," approved February eighteenth, eighteen hundred and seventy, is hereby amended to read as follows, to wit:

If more capital than is first subscribed be needed, Increase of the stockholders may at any meeting called for that purpose, by a two-thirds vote of all the stockholders, increase the same by the sale of more shares, and thereafter the stock may be increased accordingly; but in no case shall the capital stock exceed the sum of ten millions of dollars. The stock subscribed under this section shall be taken by persons, two-thirds of whom shall be residents of the Territory. Where two Corporations or more corporations organized under this Act shall may consolidesire to unite and consolidate, it shall be lawful for them so to unite and consolidate; provided that at a regular meeting of said corporations, two-thirds of the stockholders thereof shall by vote determine to, so. unite and consolidate; provided further, that notice of Notise the meetings of such several corporations for such purpose shall be called, by notice published in some newspaper published at Salt Lake City for at least thirty days before such meetings shall be held.

CHAPTER XV.

An Act to provide for compiling and publishing the Laws of Congress applicable to the Territory of Utah.

SECTION 1. Be it enacted by the Governor and Legislative Assembly of the Territory of Utah, That there shall be a to be elected. Commissioner appointed, by a joint vote of the present Legislative Assembly, whose duty it shall be to select, arrange and compile, with suitable index, marginal notes and table of contents, for publication, such laws of the Congress of the United States as are applicable to, or in force in this Territory.

SEC. 2. Said Commissioner is hereby authorized to employ a clerk or clerks, if necessary, procure the necessary stationery, room, fuel and lights, and shall proceed with the said work immediately, and the same shall be published with the acts, resolutions and memorials of the twentieth session of the Legislative Assembly, and the public printer is hereby required to publish three thousand copies of said compilation of United States statutes; and the Secretary of this Territory is hereby required to distribute the same as provided for the distribution of the acts, resolutions and memorials of the present session of the Legislative Assen bly.

SEC. 3. Said Commissioner and clerk or clerks shall Compensation. be allowed three dollars per day, each, for the time thus occupied and the Secretary of this Territory is hereby authorized and required to pay the same with the expense of printing, on receipt of a statement from the said Commissioner of the amount of services rendered, the expense of printing and of the amount paid for stationery, etc., pursuant to the provisions of this Act, out of the funds appropriated by Congress for Legislative purposes, Provided: That if the Secretary Appropriation. of the Territory shall not pay the same, then the sum of two thousand dollars, or so much thereof as may be necessary, is hereby appropriated out of any money in the Treasury, not otherwise appropriated, to defray the expenses of carrying out the provisions of this Act; . the said amount to be drawn on the order of the Commissioner herein before provided for.

CHAPTER XVI.

An Act further defining the duties of County and
School District Collectors.

SECTION 1. Be it enacted by the Governor and Legislative Railroads. Assembly of the Territory of Utah, That all school taxes levied upon any railroad company in this Territory,

shall be reported to the County Collectors in the respective counties, and be by them collected at the same time and the same manner as prescribed for the collection of Territorial and County taxes, and the amounts remitted to the Trustees of the school district from which the report of the school taxes was received, within thirty days from the time of making such collections, less the percentage allowed by the County Court for collecting other taxes.

Tax for road purposes.

Be it enacted by the Governor and Legislative Assembly Amendment. of the Territory of Utah, That section one of an Act providing for a Poll Tax for road purposes, approved January sixteenth, eighteen hundred and sixty-two, be amended in line seven after the word "over" substitute for "sixteen" twenty-one.

An Act extending the boundaries of Summit and
Washington Counties.

(Approved February 16th, 1872.)

SECTION 1. Be it enacted by the Governor and Legislative Summit coun- Assembly of the Territory of Utah, That the boundaries of Summit County are hereby extended eastward to the Territorial line, including all that portion of Green River County, now remaining in Utah Territory.

That Section twenty-two of an Act entitled "An Act defining the boundaries of Counties, and locating County Seats," approved January tenth, eighteen hundred and sixty-six, and an Act entitled "An Act providing for the organization of Rio Virgin County and defining the boundaries thereof," approved February eighteenth, eighteen hundred and sixty-nine, are hereby repealed.

CHAPTER XX.

An Act Incorporating the City of Fairview in
Sanpete County.

(Approved February 16th, 1872.)

SECTION 1. SEC. 2. SEC. 3. There shall be a City Council to consist of a Mayor and six Councilors who shall (have) the qualifi- City Council. cations of electors of said City, and shall be chosen by the qualified voters thereof, and shall hold their offices for two years, and until their successors shall be elected and qualified. The City Council shall judge of the qualifications, elections and returns of their own members, and a majority of them shall form a quorum to do business, but a smaller number may adjourn from day to day, and compel the attendance of absent members, under such penalties as may be prescribed by ordinance.
