in every department of France. The men are chosen on exam-
inations that are written, oral, and practical. The salar-
ies and expenses of these departmental professors are paid,
one-half by the minister of agriculture and one-half by the
minister of public instruction. Their duties are as follows;-
1. To give agricultural instruction in Normal Colleges
and, if so required, in other institutions of public
instruction.

2. To hold agricultural conferences in the country
districts of the departments.

3. To undertake special work or missions entrusted

to them by the prefect or the minister of agriculture. There are eighty-seven of these departmental professors in France and they are graded into four classes according to their years of service. It requires three years of service before one can be promoted from a lower to the next higher class.

The departmental professors are at the head of the agricultural service in their departments. They have under their direction the "special" professors of the department but to whom they give the greatest possible latitude and initiative.

At least twenty-six lectures are to be delivered each year on agricultural subjects by the departmental professors. These are to be given at conferences and farmers meetings. In this way scientific discovery and practical methods are disseminated which tend toward the intelligent and profitable management of the soil. It is also the duty of a

departmental professor to stand in close relationship with agricultural societies and syndicates in order that they may act as advisers and come in contact as freely as possible with the rural classes. The departmental professors are also required to conduct practical demonstrations in the fields selected in various suitable locations. Each departmental professor is required to make a report at the close of the year, to the prefect of the department in which he resides, to be transmitted to the minister of agriculture and commerce of the republic.

The duty of the "Special" professors are similar to those of the departmental professors with whom they are expected to cooperate. the time and are also required to give at least twelve lectures on agricultural subjects at farmers' meetings or conferences. This system has been slightly changed in France. In 1912 a law relating to departmental and communal agricultural instruction provides a director of agricultural services in each department in place of the departmental chairs of agriculture established by the law of 1879. The work of this director includes the popularization of agricultural knowledge; the teaching of agriculture; in the establishment of public instruction selected by ministerial decree; the service of economic and social interests of agriculture and of agricultural insurance and rural hygiene; agricultural information, statistics, and food supply; the direction of experimental fields; researches or technical missions and in general all the sevices to do with agriculture. The veterinary and forestry services and the direction of agricultural stations are not included in these duties.
