AN ACT authorizing the city of Yonkers to issue street improve- BECAME a law May 4, 1894, with the approval of the Governor. Passed, The People of the State of New York, represented in Senate street pave bonds. Section 1. The common council of the city of Yonkers is hereby Issue of authorized to issue the bonds of said city, to be known as street ment pavement bonds, in a sum not exceeding one hundred thousand dollars. Said bonds shall be signed by the mayor and city clerk and be sealed with the seal of the city; shall mature at such times as the common council shall determine, but not more than ten thousand dollars thereof shall mature in any one year. The said bonds shall bear interest at such rate as the common council shall determine, not exceeding four per centum per annum. The Sal and said bonds shall be sold at not less than par and the proceeds thereof. thereof shall be used solely for the purpose of macadamizing and otherwise improving the streets of the city of Yonkers, but not more than fifty thousand dollars thereof shall be used in any one year. The city of Yonkers is hereby authorized to raise by tax in Tax for inaddition to all other sums now authorized by law, whatever sums principal. may be necessary to pay the interest on said bonds, and the principal at the time of maturity thereof. § 2. This act shall take effect immediately. proceeds terest and Chap. 483. AN ACT making a reappropriation for the erection of a state armory in the city of Utica. BECAME a law May 4, 1894; with the approval of the Governor. Passed, three-fifths being present. The People of the State of New York, represented in Senate and Assembly do enact as follows: Section 1. The balance remaining in the treasury unexpended of the sum of thirty-five thousand dollars, appropriated by chapter four hundred and seventy-seven of the laws of eighteen hundred and ninety, "for the erection of a state armory in the city of Utica," as amended by chapter three hundred and fortyfive of the laws of eighteen hundred and ninety-one, and reappropriated by chapter three hundred and eighty-seven, of the laws of eighteen hundred and ninety-two, with the further sum of fifteen thousand dollars appropriated for the same purpose, such balance being the sum of twenty-four thousand two hundred and ninety-nine dollars and sixty cents, is hereby reappropriated; the whole to be expended under the direction of the commissioners named in the said chapters, and payable upon the conditions therein prescribed, out of any money in the treasury belonging to the general fund, not otherwise appropriated. § 2. This act shall take effect immediately. Chap. 484. AN ACT further to extend the time within which the Troy and New England railway company shall begin the construction of its railroad and expend thereon ten per cent of its capital. BECAME a law May 4, 1894, with the approval of the Governor. Passed, three-fifths being present. The People of the State of New York, represented in Senate and Assembly, do enact as follows: Section 1. The time within which the Troy and New England railway company shall begin the construction of its railroad, and expend thereon ten per cent of its capital, is hereby extended for three years from and after the passage of this act. § 2. This act shall take effect immediately. Chap. 485. AN ACT to amend chapter one hundred and sixty-three of the laws of eighteen hundred and seventy-three, entitled "An act to organize and establish a police force in the city of Yonkers." BECAME a law May 4, 1894, with the approval of the Governor. Passed, three-fifths being present. The People of the State of New York, represented in Senate and Assembly, do enact as follows: Police act Section 1. Section nine of chapter one hundred and sixty-three amended. of the laws of eighteen hundred and seventy-three, entitled "An act to organize and establish a police force in the city of Yonkers," is hereby amended so as to read as follows: Police Clerks, laborers, etc. Rules and § 9. The said police force shall consist of a captain of police, force. four sergeants and as many patrolmen as the said board may, from time to time, determine, not exceeding thirty-five; also one police surgeon, two station-house keepers, and one hostler. All members of the police force created by this act shall retain their present rank, unless promoted by the board of police, except as herein otherwise provided. The said board may, from time to time, employ and discharge such clerks, laborers and workmen as the needs of the department require. All other members of the police force authorized by this act shall be appointed by the board of police hereby created, and all vacancies shall be filled by appointments of said board. The said board hereby created shall have power to pass such rules, regulations and orders for the government of the police force as they may deem proper. They shall promulgate all regulations and orders to the force through the captain of police, who shall have the direction and control of said force, subject to the rules and regulations and orders of said board. The treasurer of said board shall execute a bond to the er's bond. city of Yonkers, in such penalty as the board shall determine, conditioned for the faithful discharge of his duties as such treasurer. The sureties shall justify before, and the bond shall be approved by the mayor of the city of Yonkers, and filed in the office of the clerk of the city. § 2.
