State fair commission

Resolved, That for the reasons mentioned in the communication of Timothy L. Woodruff, president of the state fair commission, the classification of positions in the non-competitive class be amended by adding thereto the following: "In the state fair commission: gardener."

Resolved, That the classification of positions in the exempt class in the office of the surrogate of New York county be amended by adding thereto the words, "one transfer tax assistant; one transfer tax clerk; one assistant transfer tax clerk," for the reasons stated in a communication from the surrogates of New York county under date of June 9, 1902.

Resolved. That the classification of positions in the exempt class in the office of the surrogate of Kings county be amended by adding thereto the words, "one transfer tax clerk."

Resolved, That rule V of the state civil service rules be amended by adding to the list of positions in the exempt class in the state service, the following words: "In the office of the water storage commission: the secretary."

Fiscal supervisor of state charities

Whereas, It appears, by chapter 252 of the Laws of 1902, that the fiscal supervisor of state charities is authorized by law to appoint a secretary; therefore

Resolved, That the classification of positions in the exempt class in the civil service of the state be amended by adding thereto the following: "In the office of the fiscal supervisor of state charities: one secretary."

Further

Resolved, That there be added to the foregoing classification of positions in the exempt class in the office of the fiscal supervisor of state charities, the words, one accountant."

State engineer and surveyor

Resolved, That the classification of positions in the exempt class in the office of the state engineer and surveyor be amended by adding thereto the words, "one special examiner," for the

reasons stated in the communication of State Engineer Bond under date of May 20, 1902.

Thomas asylum

Resolved, That the classification of positions in the non-competitive class at the Thomas Asylum at Iroquois be amended by adding thereto the words, "head laundress," for the reasons stated in the communication from Superintendent Lincoln under date of July 17, 1902.

Comptroller and fiscal supervisor

Whereas, Section 45 of chapter 252, Laws of 1902, provides for the transfer of the employees of the bureau of charitable institutions, comptroller's office, to the department of the fiscal supervisor of state charities; and

Whereas, Fiscal Supervisor Bender has notified the Commission of said transfers; therefore be it

Resolved, That the classification of positions in the comptroller's office in the exempt class be amended by striking out the following words: "the chief of the bureau of charitable institutions; one confidential inspector, bureau of charitable institutions; one supervisor of buildings and repairs in the bureau of charitable institutions."

Resolved, That the classification of positions in the office of the fiscal supervisor of state charities in the exempt class be amended by adding thereto the following words: "The chief clerk; one confidential inspector; one inspector of buildings, heating and lighting."

Resolved, That the classification of positions in the exempt class in the office of sheriff of Kings county be amended by adding thereto the words, "one deputy sheriff assigned as attendant

in the appellate division of the supreme court, second judicial department."

County clerk, Erie county

Whereas, It appears that by chapter 48 of the Laws of 1896 the county clerk of Erie county is authorized by law to appoint a second deputy who is, in turn, authorized by law to act generally for and in place of his principal; therefore be it

Resolved, That the classification of positions in the exempt class in the office of the county clerk of Erie county be amended by striking out the words, "one deputy," and inserting in place thereof the words," two deputies."

Supreme court, appellate division

Resolved, That the classification of positions in the exempt class in the supreme court, appellate division, first department, be amended by striking therefrom the words, "one court attendant to be appointed by Justice Laughlin," and inserting in lieu thereof the words, "two court attendants.”

Insurance department

Resolved, That, subject to the approval of the Governor, the classification of positions in the exempt class in the insurance department be and hereby is amended by adding thereto the words, "one confidential examiner," for the reasons stated in the communication of Superintendent Hendricks under date of November 13, 1902.

County medical examiner, Erie county

Whereas, It appears that the board of supervisors of Erie county is authorized by law to appoint a deputy medical examiner who is authorized by law to act generally for and in place of the

county medical examiner, and that the said county medical examiner is authorized to appoint a secretary; therefore be it

Resolved, That, subject to the approval of the governor, the classification of positions in the exempt class in Erie county be amended by inserting therein the following:

"In the office of the county medical examiner: deputy county medical examiner, secretary to the medical examiners." (Adopted November 14, 1902. Approved by the Governor November 17, 1902.)

Department of public buildings

Resolved, That, subject to the approval of the governor, rule XVIII be and hereby is amended by striking from the second paragraph of the classification of positions in the non-competitive class in the department of public buildings, the figures "1902,” and inserting in place thereof the figures "1903," so that the paragraph shall read as follows:

"One engineer, one assistant engineer and three firemen, such persons, however, to be subject to non-competitive examination and their employment not to continue beyond thirty days after the adjournment of the legislature of the year 1903."

Department of labor

Resolved, That for the reasons mentioned in the communication of Commissioner McMackin under date of May 9, 1902, the classification of positions in the exempt class in the department of labor be amended by adding thereto the following positions: "Assistant to the first deputy commissioner; assistant to the second deputy commissioner."
