First The deputies of principal executive officers authorized by law to act generally for and in place of their principals.

Second One secretary of each officer, board or commission authorized by law to appoint a secretary.

Third - One clerk and one deputy, if authorized by law, and one clerk of each elective judicial officer.

Fourth- Such other subordinate offices for the filling of which a competitive or non-competitive examination may be found to be impracticable. But no office or position shall be deemed to be in the exempt class, unless it is specifically named in these rules.

THE COMPETITIVE CLASS shall include all the positions of the classified service for which it is practicable to determine the merit and fitness of candidates by competitive examinations and to which positions appointments shall be made of those graded highest in open competitive examination as provided in these rules.

THE NON-COMPETITIVE CLASS shall include those positions of the classified service for which a non-competitive or qualifying examination is required.

THE LABOR CLASS shall include the positions filled by unskilled laborers and such skilled laborers as are not included in the competitive or the non-competitive class, and for which no mental examination is required, but for which registration is required.

Schedules

The positions included in the classified service of the city of Fulton are specifically stated and enumerated in schedules. hereto annexed and made a part of these rules, which schedules are entitled, respectively, "The Exempt Class," "The Competitive Class," "The Non-Competitive Class" and "The Labor Class." There is also annexed a schedule enumerating the positions in said city included in the unclassified service, which said schedule is entitled "The Unclassifid Service.”

RULE VI

New positions

Any new position in the classified service of the city of Fulton, or any position in such classified service omitted for any cause from the classes and schedules hereinbefore referred to, which new or omitted position would, under the general provisions of these rules, fall within the competitive class or the non-competitive class shall be deemed to be included in the competitive class, unless some other designation of such position shall be made by the municipal commission, and approved by the mayor and the State Civil Service Commission, and filed in the office of the city clerk.

RULE VII

Notification of appointment-Exempt class

Appointments to positions in the exempt class of the classified service of the city may be made without examination, but either a competitive or non-competitive examination, to be held in accordance with the rules applicable to the competitive or noncompetitive classes, may be held at the request of the appointing officer. Appointing officers must notify the municipal commission in writing of all appointments made in the exempt class within five days after the same are made, and in such notification give the further information required by rule XXXIII.

RULE VIII

Application for examination - Competitive class

Applications of competitors for positions included in the competitive class must be filed with the secretary of the municipal commission at least five days before the day set for examination. The application must be verified and in the handwriting of the applicant. It must state:

First His full name and residence, giving street and number. Second His time of residence in the city of Fulton.

Third If a naturalized citizen, the time and place of naturalization.

Sixth His previous employment in the public service, if any, and whether he has ever been discharged therefrom, and if so, the reason thereof.

Seventh His business or employment and residence during the last preceding five years.

Eighth The extent, place and nature of his education.

Ninth - If in the military or naval service of the United States in the late civil war, the name of the organization or vessel to which attached, date of enlistment, or commission, position or rank, date and cause of discharge from service and any physical disability incurred in such service.

Tenth Such other information must be furnished as the commission may reasonably require touching the applicant's fitness for the public service. Blank forms for such applications shall be furnished by the municipal commission without charge to all persons requesting the same. The application must be accompanied by the certificate of a practicing physician of good repute that he has examined the applicant and found him free from any physical disability, defect or disease, that would be likely to interfere with the proper discharge of his duties in the position in the civil service sought by the applicant, and by a certificate of not less than three or more than five reputable citizens of the city, that they have been personally acquainted with the applicant for at least one year and believe him to be of good moral character, of temperate and industrious habits, and in all respects fit for the service which he wishes to enter, and that they are willing that such certificate shall be published for public information, and will, upon application, give such further testimonials in regard to such applicant as may be required.

The applicant must also state in his application the position he seeks. Where the applicant is a non-resident, but eligible for appointment under the provisions of rule IX, two of the citizens making the certificate hereinbefore referred to may be residents of the applicant's place of residence.

Eleventh- No person holding an office or in the employment of the city of Fulton shall sign such certificates as are mentioned in subdivision 10 of this rule.

RULE IX

Age and citizenship qualification-Defective applications 1. All candidates for positions in the competitive or noncompetitive classes shall be at least twenty-one years of age, and in case of firemen not more than thirty-five years of age; and of patrolmen, except chief of police, not more than forty years of age, and as to all the other positions the age limit shall be sixty years at the date of their examination, except as hereinafter provided in re XXX. The municipal commission may suspend the age qualification for any stated position, but such suspension shall be general and apply to all applicants and the reasons for such suspension shall be set forth in the minutes of the commission.

2. Every applicant for examination or registration for ap pointment to any position in the classified service, must be a citizen of the United States and an actual resident of the city of Fulton at the time of his application; provided, however, that such requirements as to citizenship and residence may be specially suspended by the municipal commission as to any position requiring high professional, scientific, or technical qualifications, but all such cases with the reason therefor shall be entered on the records of the commission opposite the name of the candidate.

3. Defective applications may be suspended by the Commission and applicants notified to amend the same, but the board shall not be compelled to give such notice or grant such opportunity a second time. Whenever the application does not show that the applicant is within the prescribed limits of age, the application will be rejected.

RULE X

Notification of examination

Whenever the demands of the service may require, the municipal commission will notify all applicants whose applications

have been filed and are on record, to appear for examination, giving at least ten days' notice of the place, date, and hour for such examination, which notice and any other material information in regard thereto will be posted on the bulletin of the municipal civil service commission in the lobby of the city hall of the city of Fulton, at least ten days in advance of such examination. If deemed necessary by the commission such notice may be advertised in the official papers of the city of Fulton, at least five days in advance of the date of such examination.

RULE XI
Examinations

In all examinations for appointment and promotion in the classified service, merit and fitness shall be determined by and upon competitive examination for all positions enumerated in the competitive class, which examination shall be conducted by or under the responsible direction of the municipal civil service commissioners. The examinations shall be public, and the municipal commission shall prepare list of preliminary requirements and subjects of examination for the several positions or groups of positions in the competitive class, and shall publish its rules and such information, and advertise such exminations in such manner as the nature of the examinations may require, and as the commission shall by regulation prescribe. Upon all examinations for positions in the competitive class the maximum percentage of rating shall be 100 per cent., and the minimum percentage of rating shall be 75 per cent. The munici pal commissioners may, in the examinations, give such relative importance to the different subjects or matters of examination, whether mental or physical, or to previous experience, occupation, or training, as to the commission may seem fit. At or before the commencement of every examination the weight to be given to every subject included in the examination and the general or average minimum, and the minimum, if any, allow able in each subject, shall be announced to the applicants.
