number on every sheet of paper in the examination and shall not place his name on any such sheet (other than the preliminary or declaration sheet). A paper bearing the name of the candidate shall be rejected.

7 Question sheets shall be given to each candidate in the same order and the candidate must complete his answers or any one sheet before receiving the next sheet.

8 Candidates may leave the examination room only between papers. A candidate leaving the room with his paper unfinished shall not be allowed to continue his answers on that paper or having turned in his questions and answers on any sheet shall not be allowed to take up the same sheet again.

REGULATION IX
Rating

1 For the convenience of examination and rating, positions shall be arranged in groups according to the character of the work to be performed. For each group (except the fifth) there shall be fixed subjects with weights attached thereto, for example, as follows:

NOTE-Whenever special qualifications are required over and above the foregoing, such as in the case of a law clerk or a bookkeeper, the following tables shall be used, but a candidate who fails to pass in the obligatory subjects shall not be rated upon the special subjects.

A candidate failing to pass in the physical examination shall not be allowed to enter the mental examination.

NOTE--Handwriting should be judged not from a basis of expertness but according to the requirement of the position.

In forming questions on knowledge of buildings the manner of construction and the materials used should be taken into consideration.

4 Group 3 Positions requiring technical or special knowl edge of a lower grade, such as inspectors, chainmen, rodmen, levelers, transitmen, draughtsmen.

Group 4 Positions of a professional character requiring technical or special knowledge of a higher grade, such as assistant civil engineers, surveyors, architects, electricians, physicians.

NOTE-Ability to make reports and the working of mathematical problems should be included in technical papers.

Group 5 Miscellaneous positions not included or covered in the above groups, such as attendance officers, janitors, messengers, stenographers.

Subjects.

1 Reading.

2 Writing.

3 Spelling.

4 Arithmetic.

5 Duties (of the position).

6 Special paper (particular requirements).

7 Experience.

When the examination is completed the papers shall be rated in the following manner:

If the paper upon any subject consists of several questions to be answered, the answer to each question shall be marked according to its relative correctness upon a scale of 100, the average of the marks on the several questions being the rating of the candidate in that subject. This rating shall be written on the paper and signed with the name or initials of the examiner or examiners in ink. Where practicable, papers should be rated separately by two examiners and their average rating should be taken as the rating of the candidate. In case of exercises not consisting of separate questions and to be marked as a whole, the rating with the initials of the examiner or examiners shall be placed on the paper in ink in the same manner. (For more specific information regarding rating and scope of examinations see the state civil service "Manual of Examinations.")

After all the papers in any examination have been rated the marks of each candidate shall be entered upon a schedule in substantially the following form:

and the general average computed by multiplying the rating of the candidates on each subject by the relative weight of that subject and dividing the sum of such products by the total of the relative weights.

After computing the general average of the several candidates, the envelopes containing the names of candidates shall be opened and the names entered upon such schedules.

The schedule sheets shall show whether the applicant passed, failed, withdrew, etc., as the case may be, and shall be filed with the examination papers of the candidates.

REGULATION X
Eligible list

The names of those who have passed in any examination shall be entered in an eligible list book in the order of their several percentages, placing at the head of such list the names of such veterans as have passed the examination.

Such book shall contain separate lists for the different positions or kinds of examination and shall be kept in the following form:

Each candidate shall be given notice by mail of the result of his examination and such notice shall state whether he has passed or failed and shall give the percentage obtained.

All papers of each candidate in an examination, including his application and schedule sheet, shall be filed and retained as a permanent record of the commission.

All matter in registering applicants, or in examination, or in rating, or in the preparation of an eligible list and all matter of recording shall be in ink. The word "terminated" should be used in recording the fact that the term of an eligible list has ended and the entry should be made both upon the eligible list and the index card of each eligible upon the list terminated.

REGULATION XI

Certification and appointment

In response to a requisition for the names of persons to perform certain duties as specified in the requisition the municipal commission must certify from the most nearly appropriate eligible list the names of the three persons standing highest upon the list indicating which, if any, are veterans of the civil war.

Upon receiving official notice of the appointment of any person so certified, the department in which the appointment is made and the salary and date of the appointment shall be recorded upon the eligible list opposite to the name of the person appointed.

Opposite the names of the persons not appointed there shall be recorded one certification to each person certified and they shall be recertified for the next vacancy and so on until they have either been appointed or are not entitled to a further certification.

A person is not considered "certified," unless an actual appointment has been made in each instance of one of the three persons standing highest.

A person having been certified three times to the same department, office or institution in the manner above described is not entitled to any further certification to the same department, office or institution, except upon the request of the
