No. 14 In so far as the roster of employees of the city shows and upon the word of City Engineer Hayt, veterans are furnished with labor when they report for same.

No. 15 All pay-rolls, etc., have been certified by the secretary of the commission, as presented and passed upon.

No. 16 Laborers employed have not been certified as the rules regulating the same were not in the possession of this commission until March 17, 1903.

No. 17 A roster of the names of city employees and their titles, salaries, etc., will be kept from this date forward.

No. 18 The financial officers of the city are specially careful in their requirements to have all pay-rolls, etc., certified by the secretary of the commission.

No. 19 There has been no increase or diminution in the number of persons employed under the civil service, aside from the consolidation of the position of city engineer and street commissioner under the title "city engineer," an office filled by an appointment from the mayor.

No. 20 The commissioners believe the civil service law, when carried out in compliance with the rules, will prove of material benefit in appointments and promotions as applied to city employees, so far far as character and efficiency are

considered.

No. 21 As no appointments have been made in the police department, and the fire department is separately incorporated and donates its service to the city, there is no answer to

19 There has been no important increase or diminution of the number of persons employed in the civil service of the city as compared with 1901.

To the State Civil Service Commission:

GENTLEMEN.- Replying to your esteemed communication of the 22d instant, asking for information concerning the operation of the civil service rules in the city of Dunkirk, and submitting a list of questions in the same, we beg to answer the same in the order furnished:

1 The commission is composed of J. E. Wirtner, groceryman; C. L. Hayes, clerk, and C. C. Jones, teacher, appointed January 1, 1902. The commissioners receive no salary.

2 Mr. J. P. Groesch is secretary of the commission and receives a salary of $100 per annum.

3 The commission has held ten meetings during the year. 4 In the unclassified service of the city there is an average of thirty persons.

5 There are two persons in the exempt class. twenty-one in the competitive class and four in the non-competitive class.

6 Three competitive examinations have been held, all being for policemen. Seven applicants passed and two failed.

7 One non-competitive examination has been held, viz., clerk of the poor department, in which the applicant passed.

8 Number of appointments:

To exempt positions, none.

To competitive positions, 4.

To non-competitive positions, 1.

To labor positions, 10.

9 There have been no removals.

10 There have been five resignations, all policemen.

11 There have been no transfers.

12 There have been no promotions.

13 There have been no exceptions from examination under section 14, paragraph 2, of the civil service law.

14 The provisions of the law giving preference to veterans have been strictly complied with.

15 The provision of the law regarding certification of payrolls and accounts has been strictly complied with.

16 The provisions of the law regarding registration of laborers and certification from the list have been strictly complied with.

17 The commission has a complete roster of all city employees, showing names, titles of positions, dates of appointment and salaries.

19 There has been no important change in the number of persons in the city service during the past year as compared with the year 1901.

20 The universal opinion seemingly is that the best results are obtainable from competitive civil service examinations, from the standard of character and efficiency.

21 The results of the application of the civil service law in Dunkirk have been exceptionally satisfactory. Practical appointments have been made in both fire and police departments. Respectfully,
