SARATOGA SPRINGS, NEW YORK, September 13, 1907.

GENERAL ORDERS

No. 1.

1. Having been elected Commander-in-Chief of the Grand Army of the Repubic, by the Forty-first National Encampment held at Saratoga Springs, New York, September 12th and 13th, 1907, and being duly installed, I hereby assume command.

2. Until otherwise ordered headquarters of the Grand Army of the Republic are established in Room 221, Government building, Kansas City, Missouri, where all communications for the Commander-in-Chief will be sent, addressed to the Adjutant General.

3. The following appointments are hereby announced: Adjutant General, JERE. T. DEW, Kansas City, Missouri. Quartermaster General, CHARLES BURROWS, Rutherford, N. J. Inspector General, COLA D. R. STOWITS, Buffalo, N. Y. Judge Advocate General, L. W. COLLINS, Minneapolis, Minn. Assistant Quartermaster General and Custodian of Records, J. HENRY HOLCOMB, Independence Hall, Philadelphia, Pa.

Senior Aide-de-Camp and Chief of Staff, J. CORY WINANS, Toledo. O.

They will be obeyed and respected accordingly. Other appointments will be announced in future general orders.

4. The Commander-in-Chief, the Adjutant General, the Quartermaster General, and the following members of the National Council of Administration will constitute the Executive Committee of the Council of Administration:

5. The following named comrades are appointed the Committee on Pensions :

6. The publication of the journal of the proceedings of the Fortyfirst National Encampment is hereby assigned to Past Commander-in-Chief Robert B. Brown of Zanesville, Ohio, and all communications in reference thereto will be addressed to him and directed to Past Adjutant General Joseph W. O'Neall, Zanesville, Ohio.

Circular Letter.

Dear Comrade: You have been recommended for appointment as Aide-de-Camp on the staff of the Commander-in-Chief, and it would afford him great pleasure to make the appointment.

Owing to the financial condition of the organization it will require the greatest economy to keep its expenses within its income.

The appointment of an Aide-de-Camp necessarily involves a considerable expense, viz: Cost of lithograph commission, a tube in which to mail it, postage on the same, printing announcement in General Orders, Aide-de-Camp badge, including rank strap and ribbon, and it has been adjudged necessary, both by the previous and present administration, to charge each appointee the sum of one dollar.

If you desire the appointment send at once to Jere T. Dew, Aljutant General, Room 221 Government Building, Kansas City, Missouri, a postoffice money order or bank draft for one dollar, payable to Charles Burrows, Quartermaster General, Rutherford, N. J., and an Aide-de-Camp badge and commission will be sent to you and your appointment announced in General Orders. Failure to hear from you promptly, will be taken as a declination of the appointment.
