SIR: I have the honor to transmit herewith for the consideration of Congress supplemental estimates of appropriation for the fiscal year 1932 for the construction of vessels by the Navy Department, amounting to $10,000,000. The details of these estimates, the necessity therefor, and the reasons for their transmission at this time are set forth in the letter of the Director of the Bureau of the Budget, transmitted herewith, with whose comments and observations thereon I concur. SIR: I have the honor to submit herewith for your consideration supplemental estimates of appropriation for the fiscal year 1932, for the construction of vessels by the Navy Department, amounting to $10,000,000, as follows: INCREASE OF THE NAVY, CONSTRUCTION AND MACHINERY Construction and machinery: For an additional amount on account of hulls and outfits of vessels and machinery of vessels heretofore authorized, fiscal year 1932, $7,500,000, to remain available until expended (act June 11, 1930, vol. 46, p. 575). INCREASE OF THE NAVY, Armor, armamENT, AND AMMUNITION Armor, armament, and ammunition: For an additional amount toward the armor, armament, and ammunition for vessels heretofore authorized, fiscal year 1932, $2,500,000, to remain available until expended (act June 11, 1930, vol. 46, p. 575). The naval appropriation act for the fiscal year 1917, approved August 29, 1916, authorized the construction of certain war vessels, including a large number of destroyers. All but 12 of the destroyers authorized by said act have been constructed. These estimates are for the purpose of enabling the Secretary of the Navy to commence during the fiscal year 1932 the construction of 11 of said destroyers. These estimates of appropriation are for the purpose of providing for the construction of additional vessels, the program for which had not been definitely determined at the time of the transmission of the Budget for the fiscal year 1932. The details of the proposed provision, the necessity therefor, and the reason for its transmission at this time are set forth in the letter of the Director of the Bureau of the Budget transmitted herewith, with whose comments and observations thereon I concur. BUREAU OF THE BUDGET, SIR: I have the honor to submit herewith for your consideration a draft of a proposed provision pertaining to an existing appropriation for the Treasury Department, for sites and construction, public buildings, act of May 25, 1926, as amended, as follows: PUBLIC BUILDINGS Sites and construction, public buildings, act of May 25, 1926, as amended, Texas City, Texas, post office, and so forth: For construction of a building on a site to be donated, under an estimated total cost of $80,000. The purpose of this provision is to authorize the Secretary of the Treasury to enter into contracts for the public building specified, in amounts not exceeding in the aggregate the limit of cost fixed for the project, and to provide that lump-sum appropriations for the construction of public buildings heretofore or hereafter made pursuant to the provisions of the public building act, approved May 25, 1926, shall be available for carrying out the authorization. An increase in the lump-sum appropriation is not requested because it is believed that sufficient funds are available to meet all demands until the Budget for 1933 is transmitted to Congress and additional funds appropriated. The foregoing draft of a proposed provision pertaining to an existing appropriation is required to meet contingencies and conditions which have arisen since the transmission to Congress of the Budget for 1931.
