PUBLIC BUILDINGS

Sites and construction, public buildings, act of May 25, 1926, as amended: Omaha, Nebr., Federal office building: For demolition of building and construction of a new building on a site owned by the Government, under an estimated total cost of $740,000, and there is hereby transferred from the War Department to the Treasury Department the land comprising the site of the old Post Office and Customhouse Building at Omaha, Nebraska, together with the improvements thereon, which was turned over by the Secretary of the Treasury to the Secretary of War, under authority of the act of Congress, approved January 21, 1889 (25 Stat. 652).

Bingham Canyon, Utah, post office, and so forth: For acquisition of site and construction of a building, under an estimated total cost of $75,000.

The prupose of this provision is to authorize the Secretary of the Treasury to enter into contracts for the public buildings projects above mentioned in amounts not exceeding in the aggregate the limit of cost fixed for each project, and to provide that lump-sum appropriations for public buildings heretofore or hereafter made pursuant to the provisions of the public building act, approved May 25, 1926, as amended, shall be available for the purpose.

The foregoing draft of a proposed provision pertaining to an existing appropriation is required to meet contingencies and conditions which have arisen since the transmission to Congress of the Budget for 1931. I recommend that the draft of the proposed provision be transmitted to Congress.

SIR: I have the honor to transmit herewith for the consideration of Congress a supplemental estimate of appropriation for the fiscal year ending June 30, 1931, to remain available until expended, for the War Department, for tablet to Nancy Hart, amounting to $650. The details of this estimate, the necessity therefor, and the reasons for its transmission at this time are set forth in the letter of the Director of the Bureau of the Budget, transmitted herewith, with whose comments and observations thereon I concur.

SIR: I have the honor to submit for your consideration a supplemental estimate of appropriation for the fiscal year ending June 30, 1931, to remain available until expended, for the War Department, for tablet to Nancy Hart, amounting to $650, as follows:

Tablet to Nancy Hart: For an additional amount for furnishing and erecting a tablet or marker to commemorate the memory of Nancy Hart, in accordance

with the provisions of the act approved February 26, 1929 (45 Stat. 1308), as amended by the act approved February 19, 1931, fiscal year 1931, to remain available until expended (acts February 26, 1929, vol. 45, p. 1308; May 28, 1930, vol. 46, p. 461; February 19, 1931, Public No. 686, 71st Cong.). Supplemental estimate 1931, $650; appropriated, 1931, $1,000.

The act approved February 19, 1931 (Public, No. 686, 71st Cong.), amended the act approved February 26, 1929 (45 Stat. 1308), entitled "An act for the erection of a tablet or marker to be placed at some suitable point between Hartwell, Ga., and Alfords Bridge, in the county of Hart, State of Georgia, on the national highway between the States of Georgia and South Carolina, to commemorate the memory of Nancy Hart," by providing that the furnishing of the stone for a tablet or marker to be erected to the memory of Nancy Hart and the funds for its erection be provided by the United States instead of the Hartwell, Ga., Chapter, Daughters of the American Revolution, and by increasing the amount authorized to be appropriated from $1,000 to $1,650. It has developed that the Hartwell, Ga., Chapter, Daughters of the American Revolution, are unable to bear the cost of the stone and the expense of erecting the memorial, estimated at $650, as contemplated by the act of February 26,

1929.

The sum of $1,000 was appropriated by the War Department appropriation act, fiscal year 1931, approved May 28, 1930, to remain available until expended. The supplemental estimate of appropriation now submitted is for the additional amount of $650, authorized by the above-mentioned act of February 19, 1931, and is required to carry out its provisions.

The above supplemental estimate of appropriation is to provide for legislation enacted since the transmission of the Budget for the fiscal years 1931 and 1932. I recommend that it be transmitted to Congress.

SIR: I have the honor to submit for your consideration a supplemental estimate of appropriation for the Department of State for the fiscal year 1931, to remain available until June 30, 1932, amounting to $15,000.

Fourth Pan American Commercial Conference: To enable the Pan American Union to meet the expenses of the Pan American Commercial Conference to be held in Washington, D. C., in 1931, as provided by the act approved February 20, 1931, fiscal year 1931, to remain available until June 30, 1932, $15,000 (submitted).

The act approved February 20, 1931, authorizes an appropriation of $15,000 to enable the Pan American Union to meet the expenses of the Pan American Commercial Conference to be held in Washington, District of Columbia, in 1931, to be paid by order of the Secretary of State to the Pan American Union, and to be expended in the same manner and under the same conditions as the appropriation of the United States of the quota for the support of the Pan American Union.

The foregoing estimate of appropriation is submitted in furtherance of legislation which has been enacted since the transmission of the Budget for the fiscal year 1931, and its approval is recommended. Very respectfully,
