PROPOSED AMENDMENTS TO CITY CIVIL SERVICE

RULES DISAPPROVED

Auburn

The following resolution was adopted by the Municipal Civil Service Commission, and approved by the Mayor June 19, 1909: Resolved, That the position of probation officer of the city of Auburn, New York, be assigned by the Municipal Civil Service Commission of Auburn, New York, to the noncompetitive class, under the rules and regulations of the civil service of Auburn, New York.

Buffalo

(See amendments to civil service rules for the city of Buffalo, approved April 15, 1909.)

The following resolution was adopted by the Municipal Civil Service Commission May 10, 1909, and approved by the Mayor: Resolved, That the position of second assistant city attorney in department of law, be placed in schedule "B."

(Returned without approval May 27, 1909.)

Newburg

The following resolution was adopted by the Municipal Civil Service Commission January 18, 1909, and approved by the Mayor: Resolved, That the exempt class of rules for the classified service of the city of Newburgh, be amended by the addition of the office or position of "Assistant Superintendent of Water Works," and that the secretary be directed to serve a copy of the foregoing amended rules of the exempt class of the classified service, upon his honor, Mayor Benj. McClung, for his approval, and that when so approved by the Mayor, then the secretary be and he is hereby directed to transmit same to the State Civil Service Commission at Albany for approval by that Board.

New York

The following resolution was adopted by the Municipal Civil Service Commission and approved by the Mayor May 26, 1909:

Resolved, That the classification be and the same hereby is amended by striking from the exempt class, under the heading "Finance Department," the following:

Assistant deputy comptroller.

The following resolution was adopted by the Municipal Civil Service Commission and approved by the Mayor May 26, 1909: Resolved, That the classification be and the same hereby is amended by striking from the exempt class, under the heading "Board of Estimate and Apportionment," the following: Chief clerk.

Stenographer to the board.

Assistant secretary.

(Approved July 22, 1909, as to the position of stenographer to the board, and returned without approval as to the positions of chief clerk and assistant secretary.)

Rochester

The following resolution was adopted by the Municipal Civil Service Commission and approved by the Mayor September 7,

1909:

Resolved, That Rule XXXIX of the rules of the Rochester Civil Service Commission is hereby amended by adding to the list of positions in the competitive class, the following:

Assistant secretary of the census bureau.

(Returned without approval September 10, 1909, and Municipal Commission advised that the State Commission believes the position should be filled from the eligible list of clerks.)

EXCEPTIONS FROM COMPETITIVE EXAMINATION UNDER CIVIL SERVICE RULES FOR CITIES OF GLENS FALLS, KINGSTON, NEW ROCHELLE, NEW YORK, SCHENECTADY AND TROY APPROVED.

Glens Falls

The following resolution was adopted by the Municipal Civil Service Commission and approved by the mayor January 16,

1909:

Whereas, the mayor of this city having on May 7, 1908, appointed one H. G. Potter as clerk of said city, and he having performed the duties of such clerk from the date of such appointment to October 13, 1908, and

Whereas, The rules of this Commission were not finally approved until June 19, 1908, and when approved technically disqualified said Potter from holding such position, because of the fact that within one year next before the date of his said appointment he resided outside the limits of the city of Glens Falls, although he had previously resided therein for many years. The fact of said Potter's disqualification was not known to him nor this Commission until about October 13, 1908, and upon said Potter's attention being called thereto he immediately resigned his position as such clerk, but at the date of his said resignation there was due and owing him, for services and salary as such clerk, about the sum of $185.88, no part of which has been paid by the city.

Therefore, Be It Resolved, That the rules of this Commission be and the same hereby are suspended as to said Potter during the time he acted as such clerk, and that this commission certify the unpaid salary of said Potter up to the date of his said resignation. (Approved January 21, 1909.)

Kingston

The following resolution was adopted by the Municipal Civil Service Commission May 11, 1909, and approved by the Mayor May 21, 1909:

Whereas, At a meeting of the common council held on Friday evening, May 7th, a resolution was offered and passed directing the city engineer to employ or engage the services of an expert on brick paving, and

Whereas, a Mr. W. A. Aiken, a civil engineer of Philadelphia, Pa., who has been actively engaged on construction work since 1872, and specializing on structural materials for the past twenty years, has been engaged by the city engineer as such expert, whose duties will be to inspect the bricks at the plant of the Catskill Shale Brick Company at Catskill, N. Y., before shipment is made, to test fifty lots of sample bricks at his laboratory in Philadelphia, Pa., and is to have general supervision and inspection of the paving work for a period of six months at a salary of $333.33 per month; now therefore be it

Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, the provisions of the Civil Service Rules of the city of Kingston requiring competitive examination, be and hereby are suspended in so far as they may apply to said W. A. Aiken.

New Rochelle

The following resolution was adopted by the Municipal Civil Service Commission September 21, 1909 and approved by the Mayor:

Whereas, The board of education has notified this Commission that they require in the month of October, 1909, school census enumerators and inasmuch as the employment of these persons will only be for a period of two weeks, be it

Resolved, That this Commission suspend Rule No. VIII in this particular case and respectfully request his honor, the Mayor, to approve same and upon such approval that copy of such resolution be sent to the State Board for their approval.

New York

The following resolution was adopted by the Municipal Civil Service Commission December 23, 1908, and approved by the mayor January 20, 1909:

Resolved, That, with the approval of the Mayor and the State Civil Service Commission, Mr. Ralph Modjeski of Chicago, Ill., be and he hereby is exempted from examination, pursuant to the provisions of paragraph 6 of Rule XII, to be employed by the Department of Bridges as an expert engineer on the special work of investigating the design of the Manhattan bridge; provided, however, that his compensation shall not exceed $10,000 and expenses.

(Approved January 21, 1909.)

The following resolution was adopted by the Municipal Civil Service Commission January 6, 1909, and approved by the Mayor January 20, 1909:

Resolved, That, subject to the approval of the mayor and the State Civil Service Commission, the Police Commissioner be and he hereby is authorized to continue the employment of Mr. Linus Seely (who was exempted under paragraph 6 of Rule XII on January 16, 1908, to serve during that year as an expert in the matter of supervising the construction and repairs of stationhouses, etc., at a compensation not to exceed $3,000), for an additional six months; provided, however, that the compensation for such service is not in excess of the sum of $1,500.

The following resolutions were adopted by the Municipal Civil Service Commission February 10, 1909, and approved by the Mayor February 11, 1909:

Resolved, That, with the approval of the Mayor and the State Civil Service Commission, Dr. Payn B. Parsons of 605 West One Hundred and Thirty-seventh street, borough of Manhattan, be and he hereby is excepted from examination, in accordance with the provisions of paragraph 6 of Rule XII, to render expert service for a period of one year in the Metropolitan Sewerage Commission as bacteriologist and inspector; provided, however, that his compensation shall not exceed the sum of $2,100.

Resolved, That with the approval of the Mayor and the State Civil Service Commission, Mr. William B. Fuller, C.E., be and he is hereby excepted from examination, in accordance with the provisions of paragraph 6 of Rule XII, to render expert service
