I__In connection with section (b), paragraph 7, General Orders, No. 52, War Department, 1915, the following lists of expendable articles of Signal Corps property are published:

1. The articles included in List A may be expended on certificate when worn out through fair wear and tear in the public service, if in the opinion of the commanding officer they have no salable value and can not be economically repaired at a depot or elsewhere. For such expenditures certificates in suitable form should be submitted in duplicate by the accountable officer to the commanding officer and when completed should bear the certificate of a disinterested officer that the property has been destroyed in his presence. Articles ordered destroyed may be broken up and serviceable parts thereof used in making repairs.

2. Officers commanding organizations of the Signal Corps may drop from their returns any article included in List A which may become unserviceable, by submitting as a voucher one of the certificates of expenditure referred to in paragraph 1.

3. Articles of supply on List B, when issued to form a part of an equipment for which a unit accountability return is rendered will be dropped by the supply officer as provided by section (a), paragraph 7, General Orders, No. 52, War Departnent, 1915; when issued for other purposes they will be dropped by the supply officer upon regular receipt vouchers, Signal Corps Form No. 67, or on Signal Corps Form No. 55, by the officer making the expenditure, unless used in connection with permanent construction, when paragraph 321, Signal Corps Manual No. 7, will govern. No property on List B will be expended, however, until actually used in the maintenance and upkeep of the public service,

Paragraph 4, General Orders, No. 156, September 21, 1905, War Department, as amended by paragraph 3, General Orders, No. 82, War Department, June 17, 1911; paragraph 2, General Orders, No. 58, War Department, September 30, 1913; and paragraph 9, S. O. 210, War Department, September 9, 1913, are rescinded and the following substituted therefor:

2. The Field Artillery Board shall be permanently stationed at Fort Sill, Okla., and will be composed of such of the following officers as may be present at Fort Sill, viz:

The permanent regimental commander of the Field Artillery Regiment stationed at Fort Sill, Okla., who will be president of the board.

The lieutenant colonel of the regiment of Field Artillery stationed at Fort Sill, Okla.

The commandant, School of Fire for Field Artillery. Senior instructor, School of Fire for Field Artillery. The commanding officers of the two instruction batteries of the School of Fire for Field Artillery (Batteries A and B, 5th Field Artillery).

The secretary of the School of Fire for Field Artillery, who shall be the recorder.

3. The purpose of the board is to consider such subjects pertaining to field artillery as may be referred to the board by the War Department and to originate recommendations looking to the improvement of the Field Artillery service.

4. Communications to and from the Field Artillery Board will be sent through the commanding officer, Fort Sill, Okla. [2314414, A. G. O.]

III_General Orders, No. 39, War Department, 1915, is amended so as to give the tables on pages 192 to 203, inclusive, the heading "Equipment C" instead of "Equipment B."

IV__1. The use of radio telegraphy for communicating between Army stations will be controlled by the provisions of the twelfth, thirteenth, and fourteenth regulations contained in section 4 of the act of Congress approved August 13, 1912, published in Paragraph VII, Bulletin No. 16, War Department, 1912.

2. The following are announced as the standard wave lengths to be used in operating Army radio sets: Coast defense command shore stations, 1 k.w.

3. In case a naval radio station and a military radio station are established in close proximity, and interference results, a working schedule should be arranged by the respective commanding officers.

4. If it should be desired to send an Army radiogram to a place beyond the range of the Army station, a request to forward the message should be sent to the naval station, as the Navy Department has agreed to forward all Army messages.
