the civil service board; and biennially thereafter such chief executive officer shall appoint one commissioner to serve for six years, and until his successor is appointed and qualified. Two commissioners shall constitute a quorum. All appointments to said board, both original and to fill vacancies, shall be so made that not more than two members shall, at the time of appointment, be members of the same political party, and no such commissioner shall, during his term of office, hold any other lucrative office or employment under the United States, or the state or any political division thereof having employees classified under the provisions of this chapter. Each commissioner, before entering upon the duties of his office, shall take the oath prescribed for executive officers.

Sec. 2025. Removal of commissioners. The chief executive officer may remove any commissioner appointed by him, for lack of moral character, incompetency, neglect of duty, malfeasance or partisan activity while in office, but he shall at the same time file with the clerk of the superior court for the county a report, in writing, of such removal, with his reasons therefor. In case of any vacancy the unexpired term shall be filled by appointment by such chief executive officer.

Breach of Peace at Public Meetings.

Sec. 6362. Disturbance of meetings. Every person who shall prevent a lawful meeting of any community from proceeding, in an orderly and peaceable manner, to the appointment of a moderator, or shall abuse him or a presiding officer of an

electors' meeting, or interrupt either in the discharge of his duty, or, after he has commanded silence, shall speak in the meeting without his permission, except to ask reasonable liberty to speak, shall be fined not more than fifty dollars.

CHAPTER 188.

An Act concerning Nominations at Political Conventions.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. No party designation, except as hereinafter provided, shall be printed on any ballot or on any ballot label for a voting machine at any election unless the party designation shall have been on such ballot or voting machine label at the last previous election for the same office or offices, and the candidate or candidates under such designation shall have received at least one-half of one per centum of the votes cast at such election; provided, upon the filing of a nominating petition with the secretary of the state at least three weeks prior to an election, signed by a number of qualified electors equal to one per centum of the votes cast for the same office or offices at the last preceding election such party designation and names of candidates thereunder shall be printed on the ballots and ballot labels as provided by law.

Sec. 2. Said petition shall contain the names and street addresses, if any, of the signers and shall be submitted to the town clerk of the town in which the signers reside at least seven days prior to filing the same with the secretary of the state, and said

town clerk shall certify thereon the number of electors on said petition whose names were on the voting list last completed.

CHAPTER 282.

An Act concerning the Election of Registrars of Voters in the Town of Milford.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. At the regular meeting of the electors of the town of Milford to be held on the first Monday of October, 1921, and biennially thereafter, two general registrars of voters having jurisdiction over the whole of said town shall be elected by ballot in the manner provided by law for the election of said officers. Such general registrars shall hold office for à term of two years from and after the first day of January next succeeding their election, and until their successors are duly elected and qualified. The person having the highest number of votes cast for general registrar and the person having the next highest number of votes cast, and who does not belong to the same political party as the person having the highest number of votes as aforesaid, shall be declared elected. Each of said general registrars shall be sworn to the faithful performance of his duties and each shall have all of the powers and shall perform all of the duties required by law of registrars in towns divided into voting districts or wards.
