the said index was written, and therefore the action of the Board in reducing his claim was unwarranted, and he now asks that he be reimbursed in the sum so deducted. ORPHAN ASYLUMS. The orphan asylums receiving State aid have all been visited. Examination of their books and methods of management prove that they are in worthy hands. The able report of the Controller will more fully show the increase of expense which each fiscal year develops in their support. A more rigid law should be enacted in the case of abandoned children. An Act regulating the management and control of these asylums was introduced at the last session of the Legislature by Senator Rowell, but, owing to the press of other bills and the sixty days limit of a legislative session, it was impossible to pass it. The provisions of that Act meet the indorsement and approval of those who have the control and understand the wants of these institutions, amended in some particulars, especially in creating a supervision under the State Board of Examiners, which would prevent any abuse of charity and place the State far in advance of any other in the care and protection of those unfortunate parentless and abandoned children.
