Res., No. of the United States of America in Congress assembled, That the Secretary of War be, and he is hereby, authorized, during the year nineteen hundred and four, at such time as requested by the governor of the island of Porto Rico, to transport from the island of Porto Rico to the United and return.

dred of the Porto Rican teachers in the public schools of

island, for the purpose of attending the various summer
schools of the universities, colleges, and other institutions
