APPORTIONMENT OF THE STATE.

Congressional.

The House of Representatives of the United States is composed of members elected for the term of two years, by districts. The number apportioned to the State of Pennsylvania has varied at each decennial census, as shown by the following table:

*Apportionment of the State into Congressional Districts, 1887.

Section 1. Be it enacted, etc., That for the purpose of electing representatives of the people of Pennsylvania to serve in the House of Representatives in the Congress of the United States, this State shall be divided into twenty-eight districts, as follows:

The First district shall consist of the First (c), Second, Seventh, Twenty-sixth and Thirtieth wards of the city of Philadelphia.

The Second district shall consist of the Eighth, Ninth, Tenth, Thirteenth, Fourteenth and Twentieth wards of the city of Philadelphia.

The Third district shall consist of the Third, Fourth, Fifth, Sixth, Eleventh, Twelfth, Sixteenth and Seventeenth wards of the city of Philadelphia.

The Fourth district shall consist of the Fifteenth, Twenty-first, Twentyfourth (a), Twenty-seventh,. (d), Twenty-eighth (b) and Twenty-ninth wards of the city of Philadelphia.

By the act of 1887 the State was divided into twenty-eight districts. The ratio of representation fixed by Congress after the census of 1890 gave two additional Representatives to Pennsylvania, making the total thirty. The two not representing fixed districts are elected by the voters of the entire State.

The 36th ward is included in this district, having since been formed from a part of the 26th ward.

(a) The 34th ward is included in this district, having since been formed from a part of the 24th ward.

(b) The 32d, 37th and 38th wards are included in this district, having since been formed from parts of the 28th ward.

(c) The 39th ward is included in this district, having since been formed from a part of the 1st ward.

(d) The 40th ward is included in this district, having since been formed from a part of the 27th ward.

The Fifth district shall consist of the Eighteenth, Nineteenth, Twentysecond, Twenty-third (c), Twenty-fifth (d) and Thirty-first wards of the city of Philadelphia.

The Sixth district shall consist of the counties of Chester and Delaware. The Seventh district shall consist of the counties of Bucks and Montgomery.

The Eighth district shall consist of the counties of Northampton, Monroe, Pike and Carbon.

The Ninth district shall consist of the counties of Berks and Lehigh.
The Tenth district shall consist of the county of Lancaster.

The Eleventh district shall consist of the county of Lackawanna.
The Twelfth district shall consist of the county of Luzerne.

The Thirteenth district shall consist of the county of Schuylkill.

The Fourteenth district shall consist of the counties of Lebanon, Dauphin and Perry.

The Fifteenth district shall consist of the counties of Bradford, Susquehanna, Wayne and Wyoming.

The Sixteenth district shall consist of the counties of Tioga, Potter, Lycoming and Clinton.

The Seventeenth district shall consist of the counties of Northumberland, Columbia, Montour and Sullivan.

The Eighteenth district shall consist of the counties of Franklin, Fulton, Huntingdon, Mifflin, Juniata, Snyder and Union.

The Nineteenth district shall consist of the counties of Cumberland, Adams and York.

The Twentieth district shall consist of the counties of Cambria, Blair, Somerset and Bedford.

The Twenty-first district shall consist of the counties of Westmoreland, Armstrong, Indiana and Jefferson.

The Twenty-second district shall consist of the city of Pittsburg, and all townships and boroughs lying between the Monongahela and Allegheny rivers, except the borough of McKeesport and the boroughs and townships lying between the Youghiogheny and Monongahela rivers in the county of Allegheny.

The Twenty-third district shall consist of the city of Allegheny, and all the townships and boroughs lying north of the Allegheny and Ohio rivers in the county of Allegheny.

The Twenty-fourth district shall consist of the counties of Fayette, Greene and Washington, and all boroughs and townships lying south of the Monongahela and Ohio rivers, and the boroughs and townships lying between the Youghiogheny and Monogahela rivers, and the borough of McKeesport, in the county of Allegheny.

The Twenty-fifth district shall consist of the counties of Beaver, Lawrence, Mercer and Butler.

(c) The 35th ward is included in this district, having since been formed from a part of the 23d ward.

(d) The 33d ward is included in this district, having since been formed from a part of the 25th ward.

The Twenty-sixth district shall consist of the counties of Crawford and Erie.

The Twenty-seventh district shall consist of the counties of Venango, Warren, McKean and Cameron.

The Twenty-eighth district shall consist of the counties of Clarion, Forest, Elk, Clearfield and Centre.

Section 2. The judges of the Sixth district shall meet at the court house in West Chester, in the county of Chester; the judges of the Seventh district shall meet at the court house in Norristown, in the county of Montgomery; the judges of the Eighth district shall meet at the court house in the city of Easton, in the county of Northampton; the judges of the Ninth district shall meet at the court house in the city of Reading, in the county of Berks; the judges of the Fourteenth district shall meet at the court house in the city of Harrisburg, in the county of Dauphin; the judges of the Fifteenth district shall meet at the court house in Montrose, in the county of Susquehanna; the judges of the Sixteenth district shall meet at the court house in the borough of Wellsboro, in the county of Tioga; the judges of the Seventeenth district shall meet at the court house in Sunbury, in the county of Northumberland; the judges of the Eighteenth district shall meet at the court house in Lewistown, in the county of Mifflin; the judges of the Nineteenth district shall meet at the court house in York, in the county of York; the judges of the Twentieth district shall meet at the court house in Hollidaysburg, in the county of Blair; the judges of the Twenty-first district shall meet at the court house in Indiana, in the county of Indiana; the judges of the Twentyfourth district shall meet at the court house in the borough of Washington, in the county of Washington; he judges of the Twenty-fifth dis

trict shall meet at the court house in New Castle, in the county of Lawrence; the judges of the Twenty-sixth district shall meet at the court house in Meadville, in the county of Crawford; the judges of the Twentyseventh district shall meet at the court house in Warren, in the county of Warren; the judges of the Twenty-eighth district shall meet at the court house in Clearfield, in the county of Clearfield. Apportionment of the State into Senatorial Districts, 1874.

Section 1. Be it enacted, etc., That until the next United States decennial census is taken, and an apportionment made thereon, the Senate shall consist of fifty members, and the State is hereby apportioned into fifty Senatorial districts, each of which shall be known by the number herein attached thereto, and shall each be entitled to elect one Senator, as follows, to wit:

First district.-The First, (b) Second and Twenty-sixth (a) wards of the city of Philadelphia.

Second district.-The Third, Fourth, Fifth, Sixth and Eleventh wards of said city.

(a) The 30th and 36th wards are included in this district, having since been formed from parts of the 26th ward.

(b) The 39th ward is included in this district, having since been formed from a part of the 1st ward.

Third district.-The Sixteenth, Seventeenth, Eighteenth and Twentieth wards of said city.

Fourth district.-The Twenty-first, Twenty-second, Twenty-fourth (b) and Twenty-seventh (f) wards of said city.

Fifth district.-The Fifteenth, Twenty-eighth (c) and Twenty-ninth wards of said city.

Sixth district.-The Seventh, Eighth and Ninth wards of said city. Seventh district.-The Tenth, Twelfth, Thirteenth and Fourteenth wards of said city.

Eighth district.-The Nineteenth, Twenty-third (d) and Twenty-fifth(e) wards of said city.

Ninth district.-The county of Delaware.

Tenth district.-The county of Bucks.

Eleventh district.-The county of Berks.

Twelfth district.-The county of Montgomery.

Thirteenth district.-The city of Lancaster and the following boroughs and townships in the county of Lancaster, viz: The boroughs of Washington and Strasburg, and the townships of Manor, Lancaster, Conestoga, Pequa, Martic, Providence, Drumore, Fulton, Little Britain, West Lampeter, Strasburg, Colerain, Eden, Bart, Salisbury, Sadsbury, Paradise, Leacock and East Lampeter.

Fourteenth district.-All of the county of Lancaster not included in the Thirteenth district.

Fifteenth district.-The county of Dauphin.
Sixteenth district.-The county of Lehigh.
Seventeenth district.-The county of Lebanon.
Eighteenth district.-The county of Northampton.
Nineteenth district.-The county of Chester.

Twentieth district.*-The cities of Scranton and Carbondale and the following wards, boroughs and townships in the county of Luzerne, viz: The boroughs of Goldsboro, Pleasant Valley, Blakely, Dunmore and Jermyn, and townships of Blakely, Carbondale, Fell, Jefferson, Roaring Brook, Bear Creek, Buck, Covington, Jenkins, Lackawanna, Madison, Pittston, Plains and Spring Brook.

Twenty-first district.f-All of the county of Luzerne not embraced in the Twentieth district.

Twenty-second district.-The counties of Monroe, Pike and Carbon. Twenty-third district.-The counties of Bradford and Wyoming. Twenty-fourth district.-The counties of Lycoming, Montour, Sullivan and Columbia.

Twenty-fifth district.-The counties of Tioga, Potter and McKean. Twenty-sixth district.-The counties of Susquehanna and Wayne. Twenty-seventh district.-The counties of Union, Snyder and North

umberland.

(b) The 34th ward is included in this district, having since been formed from a part of the 24th ward.

(c) The 32d, 37th and 38th wards are included in this district, having since been formed from parts of the 28th ward.

(d) The 35th ward is included in this district, having since been formed from a part of the 23d ward.

(e) The 31st and 33d wards are included in this district, having since been formed from parts of the 25th ward.

(f) The 40th ward is included in this district, having since been formed from a part of the 27th ward.

On August 13, 1878, Lackawanna county was formed of a part of Luzerne county, which county, prior to that date, comprised the Twentieth and Twenty-first Senatorial districts. As a result of the division each of these districts now takes in parts of both counties.
