UNITED STATES POSTAL REGULATIONS.

CLASSIFICATION OF DOMESTIC MAIL MATTER AND RATES OF POSTAGE.

DOMESTIC MAIL MATTER.-That is, mail matter sent in the mails from some postoffice within the United States to some other postoffice within the same-is divided into four classes, as follows:

FIRST CLASS.-Written matter, namely, letters, postal cards, and all matter wholly or partly in writing, whether sealed or unsealed (except manuscript copy accompanying proof-sheets or corrected proof-sheets of the same). All matter sealed or otherwise closed against inspection is also of the first class.

ARTICLES INCLUDED IN FIRST CLASS MATTER.-Assessment notices (printed) with amount due written therein; albums (autograph), containing written matter; bank books with written entries; bank checks filled out in writing, either cancelled or uncancelled; blank forms, filled out in writing; cards (printed) bearing a written or marked date, where the date is not the date of the card but gives information as to when the sender will call, or deliver something otherwise referred to, or is the date when something will occur or is acknowledged to have been received, etc.; cards (printed) so prepared that by attaching a signature thereto they are converted into personal communications such as receipts, orders for articles furnished by addressee, etc.; cards (visiting) bearing written name, except single cards enclosed with third or fourth class matter, etc.; circulars bearing hand-stamped or written consecutive numbers; communications entirely in print-with exception of name of sender-sent in identical terms by many persons to the same address; diplomas, marriage or other certificates, filled out in writing; drawings or plans containing written words, letters or figures, indicating size, price, di:nensions, etc.; envelopes bearing written addresses; hand or original typewritten matter, and letter-press and manifold copies thereof; imitations or reproductions of hand or typewritten matter not mailed at the post office in a minimum number of twenty perfectly identical copies to separate addresses; manuscript or typewritten copy, when not accompanied by proof sheets; old letters sent singly or in bulk; postal cards wholly or partly in writing-remailed; price lists (printed) containing handstamped or written figures changing individual items; receipts (printed) with handstamped or written signatures; stenographic or shorthand notes; unsealed written communications; sealed matter of any class, or matters so wrapped as not to be easily examined, except original packages of proprietary articles of merchandise put up so that each package may be examined in its simplest mercantile form, and seeds and other articles that may be enclosed in sealed transparent envelopes.

RATE.-Two cents per ounce or fraction thereof. "Drop letters" two cents per ounce or fraction thereof when mailed at letter carrier offices, and one cent per ounce at other offices. Postal cards one cent each. Postal cards are unmailable with any writing or printing on the address side (except the direction), or any thing pasted upon or attached to them.

On first class matter the postage should be fully prepaid, but if two cents in stamps be affixed the matter will be forwarded and remainder due collected of addressee before delivery.

There is no limit to the weight of fully prepaid first class matter.

SECOND CLASS.-All newspapers and other periodical publications which are issued at stated intervals, and as frequently as four times a year, which bear a date of issue, and are numbered consecutively, are issued from a known office of publication, are formed of printed paper sheets, without board, cloth, leather or other substantial binding. To be entitled to entry in this class, such publications must be originated and published for the dissemination of information of a public character, or devoted to literature, the sciences, art, or some special industry, and must have a legitimate list of subscribers, and must not be designed primarily for advertising purposes, or for free circulation or circulation at nominal rates.

Periodical publications issued from a known place of publication at stated intervals and as frequently as four times a year by or under the auspices of a benevolent or fraternal society or order organized under the lodge system, and having a bona fide membership of not less than one thousand persons, or by a regularly incorporated in
