Chapter 90.

Resolve accepting the provisions of an Act of Congress, entitled "An Act to credit and pay to the several states and territories and the District of Columbia, all moneys collected under the direct tax levied by the act of Congress approved August fifth, eighteen hundred and sixty-one Approved March second, eighteen hundred and ninety-one, and authorizing the governor to receive the same.

Resolved, That the state of Maine hereby accepts the sum Acceptance of of three hundred and fifty-seven thousand seven hundred and two dollars and ten cents appropriated for, and payable to, the state of Maine, by virtue of an act of congress entitled "An Act to credit and pay to the several states and territories and the District of Columbia all moneys collected under the direct tax levied by the act of congress, approved August fifth eighteen hundred and sixty-one" approved March second, eighteen hundred and ninety-one; and the trusts imposed by said act, which are hereby assumed by the state of Maine in full satisfaction of all claims of the state of Maine against the United States on account of the levy and collection of said tax; and the governor is hereby authorized to receive said money for the state of Maine, for the uses and purposes aforesaid.

Chapter 91.

Resolve in favor of continuing the publication of York Deeds.

Resolved, That the Maine Historical Society, agreeing to York Deeds, supervise the copying, attesting, editing, indexing and publishing of volumes seven and eight of the public records of this state in the office of the register of deeds for York county, in the same creditable manner as in the six preceding volumes. already published, except that they are not required to be leaded, because of their increased size, the governor and council shall purchase for the state four hundred and fifty copies of volume seven and the like number of volume eight at five dollars per volume; and the state librarian shall cause one copy of each volume to be placed in each registry of deeds in this state; the remaining copies to be distributed or exchanged at the discretion of said librarian.

Resolve in favor of Alonzo Roberts.

Resolved, That the state treasurer be and hereby is authorized and directed to pay Alonzo Roberts of Lyman, the sum of one hundred and fifty dollars to reimburse him for the expenses of medicine, medical attendance and nursing incurred by reason of breaking his leg, while in attendance upon the present session of the legislature.

Education of youth, in Parlin pond, in favor of.

Chapter 93.

Resolve in favor of the education of the youth in the township of Parlin Pond, Somerset
County.

Resolved, That the interest on the money now appropriated in the state treasury belonging to the township of Parlin pond for school purposes, and such part of the principal as the state superintendent of common schools shall deem right and proper, shall be annually appropriated for the education of the youth in said township, but the same shall be expended under the direction of the said superintendent.

Chapter 94.

Resolve authorizing the state librarian to distribute the Maine Reports, the Acts and Resolves of eighteen hundred and ninety-one and Coffin's Digest among the several towns. Resolved, That the state librarian shall distribute the Maine reports, the acts and resolves of eighteen hundred and ninety-one and Coffin's Digest among the several towns and plantations, public libraries within the state and such other public institutions as may desire the same.

Resolve appropriating three thousand dollars for the purpose of indexing and moving the

Resolved, That the state librarian is hereby authorized and State library, empowered to index, under the supervision of the governor and council, the state library by the card catalogue system and to remove the same to the new library room; and for such purposes, including all necessary clerk hire, assistant librarians, expert cataloguers, cards and cases, the sum of three thousand dollars is hereby appropriated.

Chapter 96.

Resolve authorizing the state librarian to purchase for the State Library, reports necessary to complete the sets of law reports of the various states.

Resolved, That the state librarian is hereby authorized and empowered under the direction of the governor and council, to purchase for the state library such reports as are necessary to make complete the sets of law reports of the various states, and for that purpose the sum of one thousand dollars is hereby appropriated.

Chapter 97.

Resolve relating to the use of Automatic Car Couplings and Safety Brakes.

Resolved, That the railroad commissioners of the state of Automatic Maine, are hereby instructed to make an investigation of the various methods in use, and proposed, of automatic couplers for the coupling of cars, and safety brakes, with a view to the better protection of the lives and limbs of employes of the railroads in Maine, and also to consider the matter of grade crossings of steam, electric and horse railroads, and report to the next legislature, the result of their investigation, and such recommendations as they may deem wise and best.

Plans of Maine, copying of, in favor of.

Chapter 98.

Resolve to provide for copying of old plans of Maine towns in archives of Massachusetts.

Resolved, That the land agent be and is hereby directed to procure copies of old plans of Maine towns, now in the archives of the state of Massachusetts, such plans to be made. in duplicate, one for the land office and one for the registry of deeds in the several counties where said towns lie, provided, that the expense shall not exceed the sum of twelve hundred dollars, which sum is hereby appropriated for that purpose.

Madawaska

Chapter 99.

Resolve in favor of Madawaska Training School.

Resolved, That the sum of five thousand dollars be approtraining school, priated from the state treasury for enlarging the school building of the Madawaska Training School at Fort Kent, and for the erection of a boarding house for the better accommodation of students attending said school, the same to be expended under the direction of the board of trustees of state normal schools.

Constitution, amendment of.

Chapter 100.

Resolves concerning an amendment of the constitution, relative to appointment of Adjutant-
General.

Resolved, That the following amendment to the constitution of this state be proposed for the action of the legal voters of this state in the manner provided by the constitution, namely: Section three, article seven of the constitution of this state is hereby amended, so that the same shall read as follows:

'Section 3. The major generals shall be elected by the senate and house of representatives each having a negative on the other. The adjutant general and quarter master general shall be appointed by the governor. But the adjutant general shall perform the duties of quarter master general until other wise directed by law. The major generals and

brigadier generals and the commanding officers of regiments and battalions, shall appoint their respective staff officers; and all military officers shall be commissoned by the governor.'

Resolved, That the aldermen of cities, the selectmen of towns, and the assessors of the several plantations of this state are hereby empowered and directed to notify the voters of their respective cities, towns and plantations in the manner prescribed by law at the meeting in September, in the year of our Lord one thousand eight hundred and ninety-two, to give in their votes upon the amendment proposed in the foregoing resolution; and the question shall be, shall the constitution be amended as proposed by a resolution of the legislature providing that the adjutant general and quarter master general shall be appointed by the governor and the inhabitants of the said cities, towns and plantations shall vote by ballot on said question, those in favor of said amendment expressing it by the word "yes," upon their ballots, and those opposed to the amendment expressing it by the word "no," upon their ballots, and the ballots shall be received, sorted, counted and declared in open ward, town and plantation meeting, and lists of the votes so received shall be made and returned to the secretary of state in the same manner as votes for governor, and the governor and council shall count the same aud make return to the legislature; and if a majority of the votes are in favor of said amendment, the constitution shall be amended accordingly.

Resolved, That the secretary of state shall prepare and furnish to the several cities, towns and plantations, ballots and blank returns in conformity to the foregoing resolves, accompanied with a copy thereof.
