PREFACE The Compilers regret that by reason of the difference between the State's printer and his employes, the 1921 edition of Smull's Legislative Hand Book, the copy for which had been prepared, was not published. The 1921-1922 Hand Book has been thoroughly revised to this date and, where practical, the statistics for the two years, 1921-1922, have been combined. The detailed census statistics of the State for the year 1920 have been added; the election statistics for the years 1920, 1921, and 1922; the Apportionment Acts and other information have been included which we believe will be of value to those using the Hand Book. The Compilers sincerely thank the many who have so kindly and intelligently aided in this compilation, and hope that the Manual for 1921-1922 will as fully serve its many readers as have the previous edit ons.
