APPENDIX FORMULAS FOR DISTRIBUTION OF FEDERAL GRANTS-IN-AID Tables in this appendix expand on information shown in the grant characteristics table, fourth column, for those programs where "formula apportionment" or "formula and project" are used to indicate the means of allocating the Federal aid. The first two tables are summary checklists for common factors used to determine the amounts allocated to each grantee. Information about each program is the same in both tables, but Table A-1 groups programs with similar types of formulas, whereas Table A-2 is arranged by budget function. Table A-3 describes the various formulas. This table is arranged according to budget function and subfunction, the same as the grant characteristics table. Although the formula descriptions may specify only that "States" are the recipients, the same provisions apply in many instances for the District of Columbia, Puerto Rico, Guam, American Samoa, the Virgin Islands, or the Trust Territory of the Pacific Islands as well. Minimum or maximum allotments available to any State are specified for some programs. In other instances similar limitations are omitted. because they are not essential for description of the formula.
