FOREWORD

In its study of the effectiveness of this country's national security methods, staffing and procedures, the subcommittee has a continuing interest in the National Security Council and in the role and powers of the Secretary of State and his Department.

On February 7, 1969, the White House announced President Nixon's new arrangements for the National Security Council. On the same day Secretary of State Rogers sent a special message to the employees of State and related foreign affairs agencies outlining these NSC arrangements and describing the role of the Department of State in the new system.

The purpose of this publication is to make available to the subcommittee the texts of the White House announcement of February 7 and of related official documents.
