Introductory Remarks This anthology is the first of what is hoped will be a series of publications dealing with science and public policy which will become a part of the personal library of scientist administrators. It is clearly understood that future volumes will benefit from the results of this initial effort and to that extent the reader is urged to offer suggestions which may contribute to the content as well as the purpose for which it is intended. The Staff Training-Extramural Programs (STEP) Committee, through this and other activities such as the seminar series, is attempting to provide new meaning to the responsibilities of the scientist administrator. The efforts of the Committee can only be judged by the degree of acceptance by the scientist administrators themselves.
