ARGENTINE REPUBLIC.

THE PRESIDENT'S MESSAGE.

The following is an extract from an interesting message which the President of the Republic addressed to the National Congress on the opening of its regular session in May, 1901:

The solemn opening of the National Congress occurs under favorable auspices. We find ourselves at peace with all the nations of the world, and maintain with them cordial relations. We also enjoy domestic tranquillity. The only questions that preoccupy us are those that refer to the progress and development of the nation.

"The Republic has recovered from its past difficulties and is profiting by the knowledge obtained from experience. The reactions in young nations full of life, which possess inexhaustible riches that are awaiting hands to extract them and place them in circulation, are rapid and vigorous.

"Now more than ever may we await the beneficent influence, which, in a given moment, can utilize the powerful elements which the industry and the conquests of mankind have created in a country admirably prepared to receive them and to be improved by them.

"We do not have pending any boundary question, and the last question of that class can not now be properly so-called, inasmuch as it depends upon the impartial decision to which the two interested ✔ nations, Chile and the Argentine, have submitted, and which both are equally disposed to observe.

"The demarcation of the boundary lines with Bolivia and the United States of Brazil, as well as with Chile in the points where there are no differences, is rapidly progressing.
