CHAPTER 126.

APPROPRIATION-EAST CENTRAL STATE NORMAL.

AN ACT making an appropriation for the support and maintenance of the East
Central State Normal at Ada, for the biennial period ending June 30, 1917.
Be It Enacted By the People of the State of Oklahoma:

Appropriation-Support and Maintenance.

Section 1. There is hereby appropriated out of any noney in the state treasury not otherwise appropriated, the following sums, or so much thereof as may be necessary, for the support and maintenance of the East Central State Normal at Ada, in addition to all revenues derived from the section 13 fund and from the new college fund, for the biennial period ending June 30, 1917.

AN ACT making an appropriation for the support and maintenance of the East Oklahoma Hospital for the Insane, located at Vinita, Oklahoma, for the fiscal years ending June 30, 1916, and June 30, 1917.

Be It Enacted By the People of the State of Oklahoma:

Appropriation-Support and Maintenance.

Section 1. There is hereby appropriated out of the state treasury of the State of Oklahoma, from the money not otherwise appropriated the following sum necessary for the support and maintenance, including salaries of the officers and employees, furniture and fixtures, necessary improve

ments, fuel, and contingent expenses for the East Oklahoma Hospital for the Insane, located at Vinita, Oklahoma:

AN ACT making an appropriation for the support and maintenance of the Northeastern State Normal School located at Tahlequah, Oklahoma, for the biennial period ending June 30, 1917.

Be It Enacted By the People of the State of Oklahoma:

Appropriation-Support and Maintenance.

Section 1. There is hereby appropriated out of any money in the state treasury not otherwise appropriated the following sums or so much thereof as may be necessary, for the support and maintenance of the Northeastern State Normal School located at Tahlequah, in addition to all revenues derived from the section 13 fund and from the new college fund, for the biennial period ending June 30, 1917:

CHAPTER 129.

APPROPRIATION-REBUILDING MORRILL HALL.

AN ACT providing for the rebuilding and reconstruction of the building known as Morrill Hall of the Agricultural and Mechanical College at Stillwater, Oklahoma, and the equipping and furnishing of the same, and making an appropriation of $22,500.00 therefor and declaring an emergency.

Be It Enacted By the People of the State of Oklahoma:

Appropriation.

Section 1. There is hereby appropriated out of the state treasury the sum of $22,500.00, or so much thereof as may be necessary for the rebuilding and reconstruction and re-equipping and furnishing of the building known as Morrill Hall of the Agricultural and Mechanical College at Stillwater, Oklahoma.

Warrants-How Approved and Issued.

Section 2. The State Auditor shall draw warrants upon the State Treasurer for such portion thereof as may be found to be due upon auditing the respective claims in favor of the person or persons to whom such claims are allowed, provided, that all of such claims and accounts shall be sworn to as true and correct and shall have been approved by the board of regents in open session.

Emergency.

Section 3. For the preservation of the public peace, health and safety, an emergency is hereby declared to exist by reason whereof it is necessary that this act take effect and be in force from and after its passage and approval.

CHAPTER 130.

APPROPRIATION-A. & M. COLLEGE.

AN ACT providing for the completion and equipment of the third floor of the girls' dormitory of the Agricultural and Mechanical College at Stillwater, Oklahoma, and making an appropriation of $5,750.00 therefor and declaring an emergency.

Be It Enacted By the People of the State of Oklahoma:
Appropriation.

Section 1. There is hereby appropriated out of the State Treasury the sum of $5,750.00 or so much thereof as may be necessary, for the completion and equipment of the third floor of the girls' dormitory of the Agricultural and Mechanical College at Stillwater, Oklahoma.

How Paid.

Section 2. The State Auditor shall draw warrants upon the State Treasurer for such portion thereof as may be found to be due upon auditing the respective claims in favor of the person or persons to whom such claims are allowed; provided, that all of such claims and accounts shall be sworn to as true and correct and shall have been approved by the Board of Regents in open session.

Emergency.

Section 3. For the preservation of the public peace, health and safety, an emergency is hereby declared to exist, by reason whereof it is necesary that this act, take effect and be in force from and after its passage and approval.

CHAPTER 131.

STATE OFFICERS IMPEACHMENT-CONDUCT OF TRIAL.

COURT.

AN ACT regulating the impeachment of officers, and declaring an emergency Be It Enacted By the People of the State of Oklahoma: Impeachment-Crimes, Subject of.

Section 1. The Governor and other elective State officers, including the Justices of the Supreme Court, shall be liable and subject to impeachment for wilful neglect of duty, corruption in office, habitual drunkenness, incompetency, or any offense involving moral turpitude committed while in office.

Presentation-Court of Impeachment.

Section 2. When sitting as a court of impeachment, the Senate shall be presided over by the Chief Justice, or if he is absent or disqualified, then one of the Associate Justices of the Supreme Court, to be selected by it, except in cases where all the members of said court are absent or disqualified, or in cases of impeachment of any Justice of the Supreme Court, then the Senate shall elect one of its own members as a presiding officer for such purpose. The House of Representatives shall present all impeachments.

Oath-Concurrence of Senators.

Section 3. When the Senate is sitting as a court of impeachment the Senators shall be on oath or affirmation, impartially to try the party impeached, and no person shall be convicted without the concurrence of two-thirds of the Senators present.

Judgment-Criminal Liability.

Section 4.

Judgment of impeachment shall not extend beyond removal from office, but this shall not prevent punishment of any such officer on charges growing out of the same matter by the courts of the State.
